
Emergency Planning and Stakeholder Manager

**Main Purpose**
Provide program requirements, technical support and assurance to support the Operations, Customer Service and Asset Management teams in Emergency Preparedness, Emergency and Incident Response and Business Continuity Program.
The role will be accountable for establishing the initial and fostering strong ongoing relationships with Emergency Management Partners, Western Sydney Airport Co, Sydney Trains and other key stakeholders including representation of the company.
Lead and develop awareness, build business unit ownership, training and compliance for RATP Dev’s Emergency Response, Incident response, drills and exercise program, key stakeholder and Emergency Management Partner readiness for SM WSA.
Develop and deliver Interface Agreements with key stakeholders.
**Main Responsibilities**
- Develop policies, procedures and system structures for RATP Dev in Emergency Management and Business Continuity in alignment with Rail Safety National Law.
- Plan & Coordinate risk workshops to determine divisional and functional priorities for timing and requirements for emergency and business continuity response.
- Develop plans and co-ordinate exercise and trial operations across RATP Dev in conjunction with external stakeholders.
- Provide Subject Matter Expertise for the review of Incident, Emergency, Crisis and Business Continuity Management Plans with Sydney Metro.
- Develop, consult, review and approve local plans for compliance to expected standards.
- Establish and chair the Emergency Preparedness Readiness Panel
- Report on status of planned emergency management activities - with leadership team
- Design, implement, and evaluate the Emergency Preparedness training modules in conjunction with Learning & Competency Manager.
- Lead and oversee all emergency and security planning, response, and legislated emergency training requirements on behalf of RATP Dev.
- Effectively liaise with internal and external stakeholders including the State Government and authorities, Emergency Management Partners and RATP Dev Operations to identify and understand risks and hazards (both existing and potential) in an Emergency and/or Crisis situation.
- Align and maintain business continuity management plans and risk assessments (with security, emergency plans) through program development, process improvement, coordination, and integration of processes within the business and with external stakeholders.
- Establish, develop, and coach a network of emergency management representatives from across RATP Dev divisions to provide support in an emergency and/or crisis situation for RATP Dev
- Develop and evaluate ongoing enterprise-wide resilience and business continuity management capabilities to identify areas where adjustments/improvements are needed for resilient people, process, and technology.
- Ensure information is effectively communicated to relevant parts of the business for attention and preparedness.
- Report to senior management and relevant committees on any risks and concerns identified that require specific management attention.
- Participate in and support RATP Dev's ongoing Business Improvement initiatives and ensure that Emergency Management and Business Continuity improvement initiatives are documented and planned for in relevant internal RATP Dev business plans.
- Perform duties and support compliance with legislative and regulatory requirements and RATP Dev policies and procedures, processes, systems, delegations and reporting requirements, including reporting any concerns or suspect activity and contributing to the stewardship for key risk categories and objective.
- Meet or exceed industry practices and ensure relevant statutory, contractual, certification standards and guidelines are being delivered and are fit for purpose.
- Use commercial and financial awareness to make effective decisions that support continuous improvement in business performance, focussed on reducing unnecessary waste, reducing costs, improving productivity, and enhancing effectiveness.
- Any other duties as specified by manager from time to time.
**Work/Job Experience Requirements**
- 5-10 years of relevant experience in railway (train/metro) with GOA4 railway operations highly regarded
- Provement track record in a Stakeholder engagement related position or representation role
**Educational Requirements**
- Tertiary qualification in Emergency Management, Counter Terrorism, Risk Management, or Health and Safety or equivalent industry experience
- Knowledge of federal and state regulations and legislation that relate to business continuity, emergency management, counter-terrorism, and rail network security.
- Strong network with NSW Emergency Service Agencies and key stakeholders
- Desirable: Cert IV in Training and Assessment
- Well-developed written and oral communication skills in English
