Principal Learning and Development Officer

Support the manager to lead the practical day to day development, endorsement and implementation of leadership, organisational development, and business improvement interventions, which includes but is not limited to a range of initiatives such as: induction programs; performance management processes; cultural change; and leadership development for emerging leaders, senior leaders, and their teams. Lead, progress, and coordinate the development of learning and development programs using a multi-modal approach and sound adult learning and education methodologies that result in human behavioural change, as well as ensuring that the workforce capability requirements of the department are met. Consult and engage with a range of external consultants/contractors to support the scoping, development, delivery, brokerage, co-ordination, and evaluation of learning and development initiatives that contribute to a culture of quality service delivery and continuous business improvement. Develop and maintain strong, meaningful and productive relationships with internal and external stakeholders to promote and advocate for learning and development projects, and manage changing requirements for communication and engagement activity that supports the successful delivery of projects. Undertake effective consultancy,project management and the timely development of executive briefs/project reports to facilitate the implementation and completion of consultancies and projects. Demonstrated high standard of written communication skills including ability to independently coordinate the development of high-quality work instructions, training and assessment materials, work support tools, Briefing Notes, and other required documentation. Manage a small team of learning professionals and partner with other leaders in People and Culture, to provide a human centred approach to leadership development and learning culture. Represent the department, as appropriate, at industry/stakeholders' events, meetings and working groups in an effective and professional manner. Other duties as required, to support project deliverables.
