Bluefin Resources is assisting a NSW Department to source a skilled Contracts and Procurement Manager for a 6-month contract with a strong possibility of extension.

You will assist the senior manager of cross-functional teams during each stage of procurement activity, ensuring effective administration of all procurement processes and compliance with all procurement policies, processes and procedures, and governance frameworks. You will also provide technical procurement expertise on policies, procedures, systems, and standards to assist stakeholders in undertaking procurement and contract award for a variety of goods and services.

**Key Responsibilities**:

- Manage the end-to-end procurement process for programs/projects with input from the procurement cross-function team and in compliance with relevant policies
- Coordinate the creation of program/project delivery strategy with input from the procurement cross-functional teams
- Coordinate the formulation of commercial risk profiles and contribute to the development and ongoing maintenance of a comprehensive probity management plan
- Develop tender evaluation methodology and manage the tender process, including communication with tenderers, participating in contract negotiations, ensuring value for money outcomes, and facilitating the timely award of contracts
- Prepare contracts to manage the award and execution of contracts, and facilitate contract handover activities to the program/project team and the commercial team

**Essential Knowledge and Experience**:
To be successful in this role, you will have demonstrated experience in the following:

- Research, analyse, implement, and review organizational procurement policy, procedures, systems, and standards to effectively support business procurement needs.
- Engage and support key stakeholders on policies, procedures, systems, and standards to enable them to deliver effective, outcomes-focused contracts and procurement activities
- Partner with key business stakeholders to develop innovative procurement and contracts management strategies
- Compile and source market information and assist in analysing markets and spent data on suppliers
- Develop performance management mechanisms to monitor, co-ordinate and improve procurement activity and performance
- Proactively identify, manage, and provide advice on political, commercial, contractual, operational, financial, reputational, ethical, and supply chain risks
- Provide advice, information, and guidance on procurement-related matters to staff across the agency
- Guide, support, coach, and mentor to develop professional procurement and contracts management capabilities and a business-partnering approach to stakeholders
