Provide leadership to effectively manage Council’s Resource Recovery and Waste collections
teams.

The role ensures that the services delivered meets legislative compliance and that operations
are undertaken in a manner to maximise the efficiency and effectiveness of environmental
performance, resource recovery, cost control, asset management and client satisfaction.

The domestic waste collection team undertakes the three collection activities, domestic bin
kerbside collection, bulky waste kerbside collection and street litter bin collection within the
Resource Recovery and Waste function. The Resource Recovery and Waste Service provides
the community with broader waste management services which include Waste management
facilities at Katoomba and Blaxland.

**Key External Relationships**:EPA, SafeWork NSW, Customers, Suppliers,
Purchases, Contractors, Consultants, Peer Industry
Groups and Associations, Staff from other Councils and
Waste Facility Operators

**KEY RESPONSIBILITIES**

**Team Management and Systems**
- Effectively manage waste collection services to deliver outcomes in a timely and cost
- effective manner ensuring that services operate within license and statutory requirements
to meet the Council’s Waste Strategy objectives, ensuring compliance with Council
policies and Business Management Systems and objectives.
- Review new and existing services and liaise with relevant parties to ensure services can

be delivered in a satisfactory manner taking account of policy, operational, budget and
legislative requirements.
- Plan, document and coordinate work to ensure outputs achieve a high level of efficiency

including route planning and customer service.
- Coordinate, monitor and report on operational and budget performance including KPI’s.
- Work closely with the Asset Coordinator to manage collection assets including bins and

fleet.
- Assist administrative team with review/audit of service levels.
- Provide advice and assist to develop collection service requirements for new

developments including multi-unit and closed village developments.
- Manage statutory requirements of collection services and initiate changes to meet

legislative changes affecting waste collection services.
- Ensure integration of quality, environmental and safety performance into all activities by

developing and following systems, procedures and documentation for waste collection
operations, ensuring compliance with Council’s Management System, Policies, Protocols,
EPA requirements, EEO, WHS Act and Regulations and SafeWork guidelines.
- Provide assistance and support to the Manager Resource Recovery and Waste
- Services as required.

**Team Leadership**
- Develop and manage effective rosters and plan resourcing and leave to maximize service

efficiency.
- Provide leadership, direction and mentoring to staff, including career and training

development and strategic HR planning to meet changing needs.
- Effectively encourage, promote and enforce:

- safe work practices within the workforce and maintain safe work sites in line with
Council's Work Health and Safety requirements and with regard to the provision of
Council's safety code;
- environmental best practice;
- maximum recovery of resources;
- high quality public relations and ensure customer service is delivered in accordance

with Council's strategic objectives; and
- compliance with the Council's Code of Conduct
- Ensure all staff are suitably skilled and competent and, where required, receive

appropriate training to develop a highly competent multi-skilled team able to demonstrate
and perform to defined competency levels.
- Identify training needs for staff under your control and provide assistance to ensure training

is accessed through Council programs or other training opportunities available. Where
appropriate develop on the job training for staff under your control.
- Be conversant with the relevant provisions of the Local Government (State) Award,

Council policies and Conditions of Employment, Council's Employee Assistance Program
and the Work Health & Safety Act.

- Actively develop and implement measures to help Council deliver its sustainability goals.
- Manage interaction and enhance relationships with all internal and external stakeholders

and ensure that all dealings and interactions are carried out in a manner that is consistent
with Council's customer service standards and commitment to providing a high level of
customer service and satisfaction.
