The Department of Communities and Justice (DCJ) is the lead agency under the Stronger Communities Cluster. DCJ works to enable everyone's right to access justice and help for families through early intervention and inclusion, with benefits for the whole community. Stronger Communities is focussed on achieving safe, just, inclusive and resilient communities by providing services that are effective and responsive to community needs. For the first time, the creation of DCJ and Stronger Communities provides an opportunity to focus on prevention and early intervention across both the social welfare and justice systems.

**About the role**

This vacancy provides a unique opportunity to lead a small team to establish best practice data governance policies and processes across the directorate as well as manage key data linkage activities and complex quantitative analysis initiatives to better understand issues such as drivers of client outcomes, future demand for services and impact of policy/programs on client outcomes.

**What you’ll do**
- Manage and lead the development and implementation of data governance policies to ensure analysis, reporting, evaluation and research activities comply with legislative and regulatory requirements and align with data governance best practices.
- Manage and lead data governance and linkage processes for key linked data assets and research projects. This includes managing cross-government agreements such as MoUs, ethics processes, and leading the development of public interest directions and/or privacy codes of practice to support strategic data linkage activities.
- Provide advice and support across DCJ Divisions, other government agencies and non-government stakeholders on sharing unit record data including data governance, privacy and security considerations, interpretation of results/data and disclosure of data.
- Manage and lead statistical analysis and modelling to identify key issues which impact on the achievement of policy proposals, and program and service design and delivery initiatives.
- Develop and implement strategies to help DCJ build a policy evidence base with sufficient breadth and depth to inform DCJ strategic decisions.
- Develop the business unit’s capacity to translate analysis and research into practice, allowing internal and external stakeholders to have relevant evidence that can be used to improve frontline services and client outcomes. This includes preparing governance guidelines, analysis reports, presenting at conferences and workshops, and representing DCJ on working groups and committees.
- Provide proactive and evidence-based advice to the business unit leader, Director and/or the Executive Director as data governance, linkage and analysis projects are developed and undertaken to ensure that the overall approach is robust and will contribute to the identification, monitoring and improvement of client outcomes.
- Support the process of continuous improvement in the development and use of evidence in decision making - keeping up to date with new developments in data governance, statistics and data science, sharing learnings, developing tools to embed evidence in others work and exemplifying best practice.
- Liaise and work across DCJ Divisions, other government agencies and non-government stakeholders to ensure effective interface between program development, planning, service design and policy implementation.
- Lead and drive team management, work planning, coaching and professional development initiatives to align resources and deliver priorities.
