What is the role?

Applications are sought from suitably qualified applicants wishing to be considered for the role of Team Leader Strategy, Design & Evaluation

International Command (IC) leads the AFP’s forward global presence, in order to support international peace, stability and rule of law, and in doing so, make Australia safer and our partners safer. IC does this through police diplomacy: police-to-police relationships around the world that promote common interests, common models of policing and common values with our law enforcement partners in order to identify and take advantage of mutually beneficial opportunities.

SDE supports the frontline by delivering strategic advice to AFP’s offshore operations and AFP senior executive. SDE develop frameworks to support the design, implementation, monitoring and evaluation of AFP’s policing partnerships in support of AFP’s International Strategy and Australian Government’s foreign policy objectives.

As a Team Leader you also play a pivotal role in developing people, managing change and influencing behaviours that lead to a supportive culture that respects the perspectives, talents and value of each individual. Consistent with the AFP values, AFP leadership philosophy, organisational reform agendas, AFP corporate business plans and your Performance Development Agreement, the expectation is that you will deliver on the core responsibilities and meet any requirements of the position as outlined below.

What will you do?

As Team Leader Evaluation and Learning, you will be responsible for leading the delivery of processes that shape the AFP’s police diplomacy efforts. These processes will be rigorous, robust, defensible and fit-for-purpose.

SDE Evaluation and Learning appraises and evaluates the effectiveness of our international activities offshore. This includes:
Creating the enabling environment for the provision of technical advice and strategic oversight for collecting and managing data;
Positioning SDE to provide a reliable, trusted source of evidence-based advice to inform strategic decision-making;
Building and sustaining internal and external professional networks and collaborative working relationships, including with Whole of Australian Government counterparts; and
Using extensive knowledge and expertise to guide, mentor and develop team members to ensure the sustainability of skills and knowledge in the AFP.
Essential Requirements

A Negative Vetting 1 (Secret) security clearance or the ability to obtain one
Proven history of excellent stakeholder engagement skills in complex, politically and culturally sensitive settings
Demonstrated leadership and management experience, including the ability to manage specialists across multiple fields
Ability to influence and shape strategic direction of projects and programs to support delivery of effective offshore policing
Desirable Requirements

The following skills and/or experience would be highly regarded

Educational qualifications in evaluation or equivalent experience in leading and delivering evaluation processes for complex programs, whether in an international setting, policing context or for government programs;
Program/project Management;
Have a good understanding of the Australian Government foreign policy objectives
Have strong interpersonal, analytical, and writing skills, who can distil complex narratives into easily understood SDE outputs for senior decisio
