Community Recovery is the lead agency for the provision of human and social recovery support to Queenslanders impacted by disasters including the provision of personal financial support and emotional support.

In this temporary position as Manager Contracts and Engagement, your contributions and responsibilities will include:

- Provide authoritative, strategic, tactical, and operational advice and analysis to the Director and executive. Provide proactive management and leadership for the team, developing processes and procedures and assurance mechanisms. Support the oversight of systemic compliance with legislation, investment specifications or guidelines and adherence to departmental policies and procedures. Participate in effective procurement processes including market analysis and commissioning procedures when required and in collaboration with other internal and external stakeholders. Facilitate team participation by planning, organising, and managing the team's responsibilities, including fostering a professional environment to encourage commitment, ethical behaviour, staff wellbeing, skills development, professional growth and continuous improvement. Actively participate in establishing and maintaining positive working relationships with stakeholders within and across government and broader human service networks. Actively manage resources including financial, human, and physical assets in accordance with departmental policies and procedures.

You will lead four distinct teams with a broad focus on commissioning and investment, contract management, service development and assurance and compliance within the context of community recovery. You will work collaboratively with internal and external stakeholders to monitor and evaluate service provision in a high paced and dynamic environment, support innovative approaches to ensuring delivery of value for money and positive outcomes for communities impacted by natural disasters.
We are looking for a leader who is able to provide strategic and operational advice regarding the implementation of Disaster Recovery Funding Arrangements (DRFA) funding on contract/grants administration, service procurement, service monitoring and capacity development.
You will have comprehensive understanding of commissioning and contract management within government settings, including expertise in Queensland Government legislation and policies, procurement and grants administration.
You will have strong analytical and problem-solving skills with the ability manage complex scenarios and provide effective solutions.
You will support the team in a high paced and complex environment, and contribute to the broader leadership of the division. You will have a proven track record of managing risks, issues and people to build capability and an effective workforce.
