The Department of Justice and Community Safety (the department) is seeking a Health Services Manager to provide a critical role in the Justice Health, Health Services Review team.

About the business unit
Justice Health's objective is to improve the health of adults and young people in Victorian custodial settings. As a business unit of the Department of Justice and Community Safety, Justice Health is responsible for overseeing the delivery of health, mental health and alcohol and other drug (AOD) services to persons in Victoria's adult and youth justice facilities by contracted service providers.
Justice Health sets the policy and standards for health care in all Victorian prisons and youth justice precincts and monitors and reviews the performance of health service providers. Justice Health is also responsible for facilitating an integrated approach to health service planning and service delivery, leading health prevention and promotion activities, and facilitating the release of health information to community health care providers, legal representatives, and individuals.
Justice Health works in partnership with the Aboriginal community, under the Victorian Aboriginal Justice Agreement Burra Lotjpa Dunguludja, to improve outcomes for Aboriginal people and communities through active participation in the Aboriginal Justice Forum and associated Collaborative Working Groups.

About the role
The role operates within a complex and dynamic environment that requires a capacity to exercise sound judgement, and the ability to proactively develop and maintain effective relationships with key stakeholders across government, using influence and negotiation skills to support the provision of clear advice to support effective, timely actions.

About you
- Experience in the development of policy advice and/or operational/performance frameworks within a complex social and/or economic policy environment.
- Sound project management and / or commercial acumen to deliver key service agreements within expected timeframes
- Strong conceptual and analytical skills with an ability to analyse complex operational, policy and legal issues.
