We are seeking a **Program Manager **for 24 months - full time contract with one of our government clients. This a broader program management role leading a range of legislative and policy reforms. The Program Manager is responsible for managing the operationalisation of all reforms over a period of two years, as well as managing interactions with industry and the program's policy maker, on implementation approaches.

**About You**
**Responsibilities**:
Responsibilities for this engagement are primarily:
- Establishing the reforms implementation team from existing resources and additional recruitment
- Providing leadership and advice to the Division on the implementation of the reforms to ensure the objectives of the reforms are achieved within stipulated timeframes
- Providing program and project management to ensure Act reforms comply with the commission's obligations under law with respect to relevant Government legislation and are delivered on time and on budget
- Preparing program and project documentation, Commission papers, explanatory notes, and consultation papers
- Collaborating with internal operational stakeholders to design, develop and implement new regulatory functions, including overseeing the development of all internal documentation, IT infrastructure changes, staff recruitment and training
- Leading the reforms implementation team to promote high levels of engagement and performance, and alignment with Victorian Public Service values
- Managing consultation processes involving key stakeholders such as accredited persons, regulated businesses, customers and their representatives, other regulators/administrators, government departments, ministers, and other interested parties
- Consulting and collaborating with participants of the program and other government agencies to ensure the objectives of the reforms are achieved, including managing the Division's interactions for the project.
Key Selection Criteria

**Program Management skills**
- Proven experience managing programs in a complex environment and the ability to manage risks
- Demonstrated ability to lead and deliver the planning and implementation of programs aligned with organisational objectives, including identifying and negotiating for resource allocations
- Proven experience in ensuring the delivery of high-quality work products
**Change Management skills**
- Proven experience managing change initiatives and deliver on competing priorities within tight time frames
- Proven experience in developing and using proactive change management processes that result in positive uptake of change initiatives by affected stakeholders
**Leadership skills**
- Demonstrated ability to both work autonomously and lead and guide others in delivery of high-quality work outcomes
**Analytical and problem-solving skills**
- Highly developed research, analytical and investigative skills, and the ability to provide clear and concise advice on complex technical, administrative and/or legal issues. Demonstrated experience in problem solving
- Experience in interpreting and translating legislation and regulations into practical and implementable processes and procedures in a regulatory context
**Communication and engagement skills**
- Proven experience in providing high quality written and verbal briefs and reports to senior management
- Excellent stakeholder engagement skills, including demonstrated ability in managing the delivery of consultation papers, engagement and consultation workshops and establishing relationships with key stakeholders
**Qualifications**
- Relevant tertiary qualifications (e.g. engineering, science, law or public policy disciplines) and demonstrated computer literacy skills
**Sector knowledge**
- Experience leading project teams essential; experience leading project teams in a regulatory or IT environment would be an advantage
- Relevant experience in the energy and/or energy efficiency industry would be an advantage.
