**The Role**

The Program Manager is a key role and will work alongside the existing Pacific Australia Skills Program Manager (part-time) in providing an essential interface between Pacific Australia Skills program operations and DT Global, enabling Pacific Australia Skills to fully benefit from DT Global’s quality and program management systems. In particular, the Program Manager supports quality control in finance, procurement, HR, risk management, to fulfill DFAT policy and contractual requirements. The Program Manager proactively addresses a range of operational challenges and drives continuous improvement to enhance program quality.

**Roles and Responsibilities**
- Ensure the integration of head contract and compliance requirements into operational manuals, personnel and partner engagements, and decision-making processes.
- Support program compliance with DFAT and DT Global Safeguarding and Integrity policies and procedures including PSEAH, Child Protection, Environmental Protection, Modern Slavery, Fraud, Anti-Corruption, Anti-Bribery, Conflicts of Interest and sanctions screening.
- Lead standard tender processes and negotiation of services agreements and support the Operations Manager on complex tender processes.
- Support due diligence processes for subcontractors and grantees, while adhering to Value for Money principles and complying with Commonwealth Procurement Rules.
- Quality assure and approve personnel, subcontractor and grant agreements.
- Support and/or manage the recruitment and selection of Pacific Australia Skills personnel.
- Ensure all program records are maintained consistent with DFAT requirements.
- Support all DT Global and DFAT-mandated audits, including leading on implementation of any corrective actions and recommending any systems improvements.
- Support development of and compliance with Work Health and Safety Plan
- Assist the Contractor Representative and Team Leader with change management initiatives as needed to realign the program’s strategic direction and implementation.
- Perform other duties required to support to the program’s operations team and DT Global corporate team, as required.

**About You**

**Essential Experience and Knowledge**
- Qualifications in international development, project management, or a related discipline.
- Proven experience managing financial and operational components of donor-funded programs, including budget management and procurement, contract management, logistics, risk management and recruitment.
- Proven experience delivering high quality deliverables on donor-funded programs.
- Ability to work effectively in diverse cultural settings and understand the socio-political context of project regions.
- High ethical standards and a commitment to demonstrating integrity and professionalism.

**Desirable Experience and Knowledge**
- Familiarity with the development, economic, political, social and culture issues Pacific Australia Skills program countries.
- Understanding of DT Global corporate systems and DFAT policies and requirements.
- Ability to identify, assess and mitigate program risks**.**
- Ability to create and manage budgets, forecast financial needs, understand financial metrics and monitor the program’s financial performance.
- Excellent written and verbal communication skills to interact with diverse stakeholders, including donors, government agencies, and NGOs
- Ability to review and edit reports to improve readability and ensure they are clear and effectively communicate program progress to stakeholders.
