The role
Reporting to the Deputy Director-General (Corporate Services Division), the Chief Procurement Officer will provide leadership and take full responsibility for strategic sourcing and procurement within the Department of Health to maximise value for its customers.
The position has overarching responsibility for a total spend of over $3 billion across Queensland Health.
The role is responsible for creating a customer focussed, commercially orientated, innovative and responsive procurement function by maximising supplier contributions measured by on-time deliveries, cost reduction, quality improvement and innovation.
The role is also accountable for leading a strategic procurement transformation initiative, in order to deliver savings and enhanced value across all spend categories.
The successful person
**To be successful in this role, you will possess**:
- Significant and successful demonstrable track record in leading large, complex procurement functions that have consistently delivered excellent performance.
- Considerable and demonstrable knowledge of, and experience in, both medical and non-medical categories and deep understanding of 'best in class' for both the strategic and transactional elements of the procurement function.
- Excellent change management skills with a demonstrable record of extending procurement into new categories and transforming procurement into a high performing, customer focused and strategic function.
- Expert ability to effectively work strategically whilst simultaneously maintaining a focus on detail.
- Strong financial and commercial acumen and negotiation skills that deliver mutually beneficial outcomes for the Department of Health and the suppliers and support the process of successful contract negotiation and management.
- Strong experience in management of complex multi stakeholder portfolios balancing quality, time and cost outcomes.
- Highly developed and broad in nature business skills that enable significant contributions to be made to the wider supply chain / business agenda including but not limited to the ability to effectively delegate and significant people management and customer service skills.
- Proven ability to lead strategically, demonstrate sound governance, build enduring relationships, and an innate passion for developing and mobilising talent to achieve exceptional outcomes.
