An applicant’s suitability for employment with the Department of Health and Aged Care will

**Division Responsibilities**
The Medical Benefits Division (MBD) supports the Government for the benefit of all Australians by:
- providing more affordable access to medical services for all Australians through a
contemporary Medicare Benefits Schedule (MBS) that is based on clinical evidence and
which supports the provision of high quality services
- working with various participants in the private health sector to support cost-effective
private health insurance products, encourage membership and maintain the sustainability
and stability of private health insurance
- administering a range of schemes that support access to medical services through improving
the affordability of medical indemnity insurance for health practitioners.
**Branch Responsibilities**
The Medicare Reviews Unit supports the clinical review of the more than 5,700 MBS items to
provide an MBS that is aligned with contemporary clinical evidence and practice, and the
implementation of changes in consultation with stakeholders.
**Section Responsibilities**
The Clinical Support and Financing Section is responsible for parliamentary liaison, branch budget
and finance, data and costing coordination and contract management. The section is also
responsible for the implementation of MBS Review recommendations agreed by Government for
blood products, colorectal and oral and maxillofacial services.
The work of this section requires extensive stakeholder engagement with various areas of the
Department, other Federal agencies, external Medical Peak bodies, health practitioners and
consumers. It also includes the drafting of policy documents, discussion papers, minutes, new policy
proposals, legislation instructions, correspondence and briefs. It also provides advice and modelling
as needed to inform costings in preparation for Budget.***
**Key Responsibilities**:
- Lead and provide direction to a small team in the development of financial appraisals and
business cases for proposed changes or additions to the MBS, modelling the financial impact
to Government.
- Provide robust advice for senior executives to inform the Budget and MYEFO strategy.
- Build, foster and manage effective relationships with key internal and external stakeholders
to enhance collaboration across the Division and inform costings models.
- Think strategically and display sound judgement in challenging environments to negotiate
and influence outcomes.
- Work independently, under broad direction, to analyse and solve complex problems and
contribute to the development of strategic direction of relevant policy and programs.
- Oversee the development and management of complex datasets to ensure meaningful
insights and patterns are generated.
- Proactively plan, manage risk and exercise good judgement in prioritising competing
deadlines and escalating issues to support quick resolution.
- Communicate with influence to a range of audiences.
- Display resilience and a commitment to personal development.
- Provide high quality policy/program advice, including research and analysis of policies and
data.
