The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Division Overview**:
The Cyber and Infrastructure Security Operations Division works across all levels of Government, and with owners and operators to identify and manage the risks to Australia’s critical infrastructure. The Critical Infrastructure Centre sits within the Division. The Division brings together expertise and capability from across the Australian Government to manage the complex and evolving national security risks from foreign involvement in Australia’s critical infrastructure.
The Division’s initial focus is on assessing the risks of sabotage, espionage and coercion in the sectors of telecommunications, electricity, gas, water and ports and then working with owners, operators and state and territory regulators to mitigate risks in the highest risk assets. The Division also administers the Telecommunications Sector Security Reforms and the Security of Critical Infrastructure Act 2018. The Division also includes the AusCheck Branch, which manages background checking for the issuance of the Aviation Security Identification Card (ASIC) and the Maritime Security Identity Card (MSIC).
**Branch Overview**:
AusCheck conducts background checking services for the Aviation Security Identification Card (ASIC), Maritime Security Identification Card (MSIC), National Health Security (NHS) check schemes, and Major National Events (MNE), as authorised by the AusCheck Act 2007.
We coordinate criminal and national security background checking and identify individuals who are not eligible for unsupervised access to secure areas of aviation, maritime, national health or MNE facilities. AusCheck operates on a cost recovery basis and maintains a comprehensive database of all applicants and cardholders.
**Section Overview**:
- The Background Checking Services Section (BCSS):_
- Providing client liaison and support to Issuing Bodies, Registered Entities and applicants
- Ensuring consistent compliance with AusCheck’s Service Level Standards via quality assurance monitoring and reporting
- Engagement with key partners on operational matters relating to background checking
- Assistance in system redevelopment and re-design components via testing and documentation review
- Monitoring and reporting on non-compliance in the AusCheck database
- Managing the AAT Appeals inputs in close coordination with the Legal Division.
- Security Identification Credential Services Section (SICS):_
Security Identification Credential Services (SICS) Section is responsible for establishing a single Government issuing body for the aviation and maritime security identification cards (ASIC-MSIC) schemes. Implementation of issuing body reform will see the 29 external ASIC and MSIC issuing bodies around Australia transition to a single issuing body (SIB) in AusCheck.
The Section also has responsibility for delivery of the Department’s ASIC-MSIC Issuing Body (AMIB), which currently services 14 Government client agencies. The Section also manages the ASIC-MSIC Single Point of Contact (SPOC) network which delivers identity verification on behalf of AMIB.
The Section is engaging closely with all issuing bodies and key industry stakeholders to support transition to the SIB.
