**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Safety and Compliance Officer - Mechanical

**Environment**
Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.
The Operations Division ensures the continued and improved effectiveness of operational processes and transactions for
customers and service users of the NHVR. The Division is accountable for operational safety and compliance functions
across the NHVR.
**Primary Objectives**
The Safety and Compliance Officer provides high quality frontline customer service through education and enforcement
activities in accordance with relevant road transport laws, regulations, NHVR state-wide and national strategies and
operational policies/procedures. This role contributes to effective NHVR enforcement action by exercising judgement to
improve road safety, including issuing warnings, notices, breaches and compiling investigation reports. The role requires
a mentoring and training role, delivery of high quality mechanical inspections through the use of technology and
provision of forensic level vehicle examinations.
The position reports directly to the Senior Safety and Compliance Officer, and is responsible for the monitoring and
enforcement of the Heavy Vehicle National Law (HVNL) regarding heavy vehicles, drivers, operators and other parties in
the Chain of Responsibility.
**Key Responsibilities/Accountabilities**
- Safely engage with Heavy Vehicle Drivers, Operators and other entities to ensure compliance with Heavy Vehicle
Legislation outcomes including undertaking education, obtaining evidence and the issuing of penalty and defect
notices
- Approach interactions with our customers and industry that ensure NHVR outcomes are communicated effectively,
while being mindful of community and industry expectations
- Use negotiation and influencing skills to reach successful outcomes when dealing with customers in conflict
situations
- Implement changes to existing work practices that result in business and safety improvements for the work area
- Perform over dimensional escort duties based on a ‘risk’ based approach and according to roster requirements under
broad supervision (if required to be performed in the respective state jurisdiction)
- Attend on road vehicle collisions, often in challenging conditions and outside of working hours, to inspect heavy
vehicles and assess levels of compliance against the Heavy Vehicle National Law and state based legislation (if
required to be performed in the respective state jurisdiction)
