**The Role**
Within the Governance and Control function an APS6 Governance & Risk Manager is accountable under broad direction to undertake complex governance, compliance and risk management activities within an integrated workforce. They are accountable to ensure they possess and maintain knowledge of, and compliance with, legislative frameworks, government decision-making and Defence’s mission and policy requirements.
An APS 6 Governance & Risk Manager will lead and mentor the Governance Support Manager and be accountable for setting work priorities and managing team workflows. They are expected to be capable of building team capability through coaching, feedback and oversight of the quality of work produced within the team. They will exercise the associated people and financial responsibilities to support the delivery of work unit outcomes.
An APS 6 Governance & Risk Manager will have considerable level of stakeholder engagement and will liaise with stakeholders to resolve complex governance and risk issues. They will be required to identify, anticipate and respond to stakeholders’ needs and expectations to support both unit deliverables and broader Defence objectives. They will be accountable to contribute towards ongoing professional development and capability enhancement.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. The Land Command, Control, Communications, and Computing (LC4) Program plays a critical role in delivering and sustaining communications and information systems (CIS) that enable effective command and control, situational awareness, and targeting for the Australian Defence Force. By providing cutting-edge capabilities, the program ensures land commanders can achieve decision superiority in complex operational environments. Our team works collaboratively across Army, Defence, and external partners to develop and manage the Land C4 Capability System (LC4CS).

They will:
- Coordinate, monitor and report on governance compliance; identify risks; and determine appropriate course of action to meet stakeholder needs in accordance with Defence governance and policy requirements.
- Coordinate the maintenance of risk management documentation including up-to-date risk management plans, risk registers and a centralised program risk database.
- Be accountable for the development and implementation of policies, processes and procedures that align with Defence governance frameworks and compliance obligations.
- Review risk management practices and documents to confirm alignment with Defence policy, procedures, and risk tolerance thresholds.
- Provide advice and assistance to internal and external stakeholders on complex governance and risk matters in accordance with relevant policy and procedures.
- Prioritise governance activities and tasks and take the initiative to manage competing demands and deliver outcomes aligned to business objectives.
- Work collaboratively, build and sustain effective relationships and provide clear, constructive and timely feedback.
- Analyse information for continuous improvement opportunities, resolve problems and propose and implement alternative courses of action.
- Conduct audit activities and plan, schedule and implement risk-based quality assurance initiatives.
