Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of the role

The SES Resourcing unit is responsible for the research, development and provision of operational equipment to the Queensland SES, the administration of contracts associated with the delivery of major equipment, the management of the registration and insurance of the SES vessel and vehicle fleet and the administration of the compliance requirements set by AMSA in relation to SES vessels.

Reporting to the Director, you will provide high level strategic management and direction within all functions relating to operations for the SES and to enhance and develop the performance levels through innovation and identification of best practice and during emergencies and disasters. This requires ensuring that: SES equipment purchases are strategically planned, and managed, operational policy and doctrine is developed and maintained; ensuring resources meet operational capability requirements.

- Level 3 Procurement Certification or five years' experience with procurement.
- Experience as a volunteer or within a volunteer environment or experience in disaster/emergency management operations.

Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- This role is also a designated SES uniformed position; therefore, it is expected the incumbent may possess and/or maintain the necessary skills/expertise or experience to be appointed as an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990.
- It is expected that the incumbent may be required to perform the functions of Duty Manager for the State Operations Centre or the State Disaster Coordination Centre.
- Capacity to participate in an out of hours on call roster during disaster operations. This may require work extended hours, outside of normal hours (e.g. night shift), including weekends.
- Capacity to travel in support of operational requirements. This may require deployment to other parts of the State for an indeterminate period as necessary.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Lead and develop a multi-disciplinary team responsible for the selection, supply and ongoing management of operational equipment for the SES volunteer and staff workforce.
- Manage the budget in accordance with financial management procedures, with a continual focus on identification and realisation of savings and operational benefits.
- Ensure appropriate governance frameworks and controls are managed for the effective procurement and administration of the equipment program in accordance with organisational requirements.
- Manage and deliver business improvement, organisational change, business planning and performance management activities, initiatives and projects to meet SES strategic objectives.
- Build and sustain partnerships and networks with key internal and external stakeholders and negotiate outcomes to support the achievement of expected service delivery strategies.
- Prepare, review and provide high-level policy papers, briefs, submissions and reports on complex related issues and initiatives in accordance with departmental requirements.
- Create a working environment that encourages and enables individual staff to meet challenges, develop skills and achieve results.
- Represent SES in industry, community, government and representative groups as required to ensure fit for purpose and value for money operational equipment is managed and maintained.
