Strategic Planning and Operational Review Specialist

The role of Strategic Planning and Operational Review Specialist involves providing support to a vision statement that aims for seamless operational interoperability within an organization. The position requires analysis of tactical, operational, and strategic functions, with consultation from relevant stakeholders to enhance incident management capability readiness.

Main Responsibilities Include:

  • Review and Governance of Operational Doctrine: Ensure that doctrine is consistent, accurate, and current, incorporating industry best practice. It must reflect the needs of the organization working together with stakeholders.
  • Operational Contributions in State Operations Centre (SOC): Contribute to functional role positions reporting to the Functional Role Lead during heightened operational periods and when the SOC is activated and staffed.

Key Performance Indicators

The successful candidate will coordinate and liaise with key stakeholders on incident management capability readiness, ensuring ability to meet surge requirements throughout the state. Reporting to the Manager, Planning and Review, you will fulfill operations management duties/responsibilities of this rank, managing competing priorities and providing good organisational and planning skills.

Primary Duties

In addition to generic Station Officer, Fire and Rescue Service role description, the Strategic Planning and Operational Review Specialist includes but is not limited to:

  • Coordinate review and development of policies, doctrine, programs, and procedures arising from activations, exercises, and operational debrief activities impacting operations.
  • Ensure accurate information and support provided to regions regarding incident management capability readiness.
  • Review and report on SOC performance and contribution to functional roles during operational activations.
  • Assist with SOC and incident management capability readiness related training and/or exercises as required.
  • Liaise with internal and external stakeholders regarding disaster management research and development of operational capability and best practice with a focus on integration, improved information sharing, and interoperability.
  • Coordinate and prepare correspondence, reports, and submissions as required, including reviewing and updating doctrine and policies with relevant stakeholders.
  • Participate in project planning and management on existing and new projects relating to the SOC, including incident management capability readiness and electronic support systems.
