About the Role

This is a critical position within the State of Washington's Department of Commerce, responsible for leading the development and implementation of education and employment policies and programs aimed at addressing the needs of youth and young adults experiencing homelessness.

Key Responsibilities
  • Policy Development: Develop and implement policies and programs to promote education and employment opportunities for youth and young adults experiencing homelessness, in collaboration with state agencies, non-profits, and community organizations.
  • Program Management: Manage multiple projects and programs, including the Homeless Student Stability Program, to ensure compliance with legislative and regulatory requirements.
  • Stakeholder Engagement: Build and maintain relationships with diverse stakeholders, including youth and young adults with lived experience, community organizations, and state agencies.
  • Research and Analysis: Conduct research and analysis to inform policy and program development, and provide recommendations to the Systems Change Manager and OHY policy staff.
  • Communication and Outreach: Develop and disseminate communications and reports to stakeholders, including policy briefs, one-page handouts, and talking points.
  • Legislative Support: Provide research and administrative support to the Systems Change Manager and OHY policy staff on legislative issues, including bill analysis and fiscal notes.
Requirements
  • Education: A graduate or advanced degree may substitute for one year of the required professional experience.
  • Experience: Seven years total of professional experience in community, trade or economic development with a focus in the delivery of homeless housing assistance, affordable housing, or a related field.
  • Lived Experience: Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system will substitute for two years of professional experience.
  • Skills: Strong understanding of state budgeting and legislative policies and practices, and the ability to employ budget and fiscal management techniques.
  • Personal Qualities: Able to build alliances to promote policy collaborations across issues such as poverty and homelessness, and able to work collaboratively with a diverse group of stakeholders.
