Terminal Operations Manager

Main Purpose:
As the Terminal Manager at Impala Terminals, you will be responsible for the safe and efficient operation of the Kwinana Fuel Facility. This includes managing stock and blending operations, third-party stock and agreements, operational and capital project costs, vessel loading and unloading operations, product quality and availability, and relationships with key external stakeholders.
Key Responsibilities:
Terminal Operations
Manage the operations of the facility to ensure safe and reliable operation. This includes:
- Ensuring availability of all products and stock to meet the requirements of customers and third-party stakeholders
- Managing the relationship between any joint venture or third-party agreements
- Effectively and efficiently managing the storage agreement between Impala and their customers
- Guaranteeing quality of product stored and distributed by the Terminal complies with the Australian Standards for Fuel
- Ensuring safe and efficient blending operations to meet Impala and customer expectations
- Maintaining strong relationships with Customers and Internal stakeholders (Sales, Supply and Customer Service) and communicating any potential supply issues;
- Managing the efficient and safe discharge of products from ships, minimising demurrage due to the facility;
- Implementing preventative maintenance programmes for terminal (TAG)
- Minimising the impact of equipment breakdowns by quickly trouble-shooting problems, implementing effective solutions and planning for likely breakdown scenarios;
- Development and implementation of effective processes, systems, procedures and training to support continuity and efficiency in operations and sales activities for the Terminal;
- Management of operations expenditure and monthly scorecard reporting.
Work Health & Safety
Ensure compliance with all statutory requirements with respect to health, safety, the environment and security. This includes:
- Achieving and maintaining Impala's safety system (IMAS) compliance
- Ensuring all terminal tasks and duties are carried out in accordance with IMAS and applying the IMAS employee responsibilities:
- Accepting personal responsibility for their own safety and for preventing incidents
- Inspecting workplaces to identify potential hazards
- Reporting all hazards to your supervisor
- Immediately reporting all injuries to your supervisor
- Knowing and fulfilling the International and Australian Safety Policies
- Following all procedures and observing critical safety practices at all times
- Ensuring the proactive management of health, safety and environment issues;
- Providing an emergency response capability for the Terminal including Drills with Emergency Services and participation in local oil industry emergency response plans;
- Ensuring all Operations personnel are adequately trained;
- Managing the Permit to Work system;
- Procedures, work instructions, risk assessments and MOC are in place and followed;
- Ensuring the facility holds current operating licences and that licence conditions are met.
Product Supply
Manage product supply capability in the Terminal by actively managing the following:
- Monitoring the daily and forecasted supply situation.
- Managing continuity of supply and when shortages exist, managing the equitable allocation of product.
- Communicating to key stakeholders and customers of supply issues
- Managing raw materials, additives, chemicals supply to maintain product quality and inventory control
- Managing inventory to ensure stock losses remain within acceptable limits, and investigating losses in excess of standard.
Capex
Effectively manage capital projects for the Kwinana Fuel Terminal, but not limited to:
- Supporting Regional Operations Management with the Feasibility, Engineering, Procurement and Construction phases of externally managed projects;
- Ensuring all work is carried out to Impala and Australian/ISO Standards
- Managing the delivery of projects through Feasibility, Engineering, Procurement and Construction phases for site managed projects
- Ensuring all work that is carried out is compliant with Impala and Australian Standards; Ensuring construction and execution of projects are compliant to IMAS requirements.
Maintenance
- Establishing and monitoring an effective maintenance work management process;
- Ensuring Impala's CMMS (computer maintenance management system) facilities are accurate and utilised effectively;
- Ensuring the facilities maintenance tasks and duties are carried out in accordance with the Impala IMAS system;
- Ensuring the Terminals continue to comply with relevant Australian standards and other regulatory requirements to meet our legal operating obligations;
- Managing contractors to IMAS requirements and site requirements;
- Supervising major terminal works upgrades and planned equipment TAR/Shutdowns, including the Permit to Work and IMAS safety system requirements
Financial
- Coordinating the preparation of investment and expense budgets and monitoring operations to ensure costs and expenditure are minimised and remain within budget
- Monitoring operations to ensure costs and expenditure are minimised and remain within budget
- Identifying and implementing cost saving initiatives, and sharing with other operations
- Monthly monitoring and reporting on expenditure against forecast and budget
- Monitoring and reporting on key measures including throughput volumes, maintenance costs, HSE, personnel, Unit Operating Cost

Knowledge, Skills and Abilities
Experience:
- 10 – 15 years in the petroleum business, in managing major Liquid Petroleum Terminal, including up to 6-7 years in a leadership role managing storage business.
- Vessel import/export operations
- Experience managing commercial relationships and contracts
- Engineering degree in an industrial discipline advantageous
Skills:
