Job Title

The Principal Procurement Officer will be responsible for developing and managing complex procurement processes, offering expert guidance to senior stakeholders on procurement strategy, policy interpretation, contract formation, and contract management.

This position oversees the entire contract lifecycle, including extensions, variations, and exemption requests. Effective relationship-building across Government, industry, and community is crucial in achieving successful procurement outcomes.

Key responsibilities include:

  • Developing and implementing effective tender processes for medium/high-risk and value procurements.
  • Providing expert advice to senior stakeholders on procurement planning, policy interpretation, and contract management.
  • Managing and overseeing contract lifecycle activities, including extensions, variations, and exemption requests.
  • Building and maintaining strategic relationships with key stakeholders to achieve successful procurement outcomes.
Requirements

The ideal candidate will possess:

  • Significant experience in complex procurement environments, working with high-value tenders and contracts within Government or equivalent industry.
  • Expertise in procurement processes, including tender preparation, management, and administration, as well as contract negotiation and financial management.
  • Demonstrated ability to deliver effective solutions to complex procurement challenges.
  • Excellent communication and interpersonal skills, with experience in effectively liaising and negotiating with external organizations, including local and state government, consultants, contractors, and stakeholders.
  • High-level leadership, supervisory, organizational, and program planning skills, with a proven ability to promote staff development, manage contentious issues, and improve performance.
