About the Opportunity

Port Macquarie Hastings Council is seeking a highly skilled and experienced Chief Finance Officer to lead its Financial Services Group. The successful candidate will be responsible for driving excellence in financial management, overseeing budget development, financial reporting, and compliance with relevant Acts and Regulations.

The Chief Finance Officer will report to the Executive Lead Finance & Commercial Operations and will be a key member of the Executive Group. The role requires a strong financial leader with broad experience in financial management, including budget development, financial reporting, and compliance.

Key Responsibilities:

  • Oversee the development and implementation of financial strategies and plans
  • Lead the Financial Services Group to achieve financial excellence and efficiency
  • Provide expert advice to the Executive Group and Council on financial matters
  • Manage the council's investment portfolio and ensure compliance with relevant Acts and Regulations
  • Lead transformation efforts to enhance the efficiency and culture of the financial services function

Requirements:

  • Degree in accounting, commerce, or business and full membership of a recognised accounting body (CPA, CA, or IPA) with 10+ years post-qualification experience
  • Extensive experience in financial management, including budget development, financial reporting, and compliance
  • Proven ability as a highly effective people leader with experience in leading individuals and teams to high performance
  • Demonstrated senior leadership experience, including developing and implementing strategic business plans and establishing a high-performance culture
  • Experience in implementing and maintaining frameworks, policies, and procedures related to budget development and management, financial reporting, and other financial management responsibilities

Desirable Criteria:

  • Experience in leading the finance function for a local government organisation
  • Compliance with statutory financial and accounting obligations of councils under the New South Wales Local Government Act and Regulations
  • Implementation of the New South Wales Integrated Planning and Reporting framework
  • Application and embedding of the Australian Business Excellence Framework as a leader within an organisation
