About Us

The Plant Protection and Environmental Biosecurity Division (PPEBD) leads policy development and support for plant health and environmental biosecurity. It is home to the Australian Chief Plant Protection Officer (ACPPO) and the Australian Chief Environmental Biosecurity Officer (ACEBO). The division's mission is to enhance Australia's plant health and environmental biosecurity frameworks, meet national and international obligations, and mitigate the effects of current and emerging biosecurity threats to Australia's agricultural sector, environment, Indigenous heritage, and related amenities.

The Environmental Biosecurity Branch works in partnership to fortify Australia's plant health and environmental biosecurity systems through policy guidance, surveillance, diagnostics, preparedness, and response capabilities. We oversee the management of established pests, diseases, and weeds, including the operations of the Australian Plague Locust Commission (APLC).

The Role

As the APLC Safety & Training Officer, you will operate under limited supervision to:

  • Manage and oversee the APLC work health and safety (WHS) programs.
  • Create training programs for APLC field operations, including dangerous goods handling and remote area operations, and coordinate their delivery to both new and existing personnel from APLC and partner agencies.
  • Engage in the execution of APLC locust surveillance and management initiatives as necessary, including remote area travel and field operations.
  • Serve as the Duty Officer on a roster basis, providing headquarters support for APLC staff involved in field operations, including after-hours and weekend contact.
  • Assist in the development and implementation of supporting systems utilized in APLC field operations.
  • Build and maintain a comprehensive network of relevant national and state contacts and support the Director in various aspects of the Commission's activities as needed.

The individual in this position may be required to work for extended periods under challenging conditions in remote locations, both independently and as a leader of a small team, and perform additional duties as assigned.

Skills and Qualifications

  • Possession or ability to obtain a manual driver's license and capability to operate a 4WD vehicle.
  • Current certifications from an approved authority in first aid, handling agricultural chemicals, and transporting dangerous goods.
  • Ability to work independently in remote and physically demanding environments.
  • Appropriate fitness level, which may be assessed through a medical examination prior to appointment.
  • Experience leading and collaborating with small teams.

Knowledge and Experience

  • Relevant qualifications and/or experience in developing, implementing, and evaluating safety management programs (e.g., Certificate IV in Workplace Health & Safety).
  • Relevant qualifications and/or experience in creating, delivering, and assessing competency-based training packages (e.g., Certificate IV in Training & Assessment).
