About Us

The Department of Treasury and Finance plays a vital role in supporting the Victorian Government's economic policies. Our team strives for excellence in financial and economic management to improve the lives of all Victorians.

Budget and Finance Division is responsible for delivering the State Budget and monitoring financial and operational performance across Departments. We provide advice on departmental and agency reviews, as well as budget guidance to Cabinet and sub-committees.

Our team brings together experts with financial management, policy analysis, and program oversight skills to provide timely and high-quality budget and spending advice. We work to deliver value for money and improved outcomes for Victorians.

We operate in a dynamic and fast-paced environment, reflecting our influence and proximity to government decision-making. Team members support each other and work collaboratively, adapting to new challenges and priorities as they emerge.

Portfolio Analysis Group provides advice on resource allocation to the Treasurer on various issues. The Group is the first point of contact with DTF for departments regarding budget submissions, finance matters, and performance reporting. PA offers expertise on policy and programs, monitors departmental performance – both financially and service delivery-wise – and promotes sound financial management of state fiscal resources more broadly.

Analysis, Innovation, and Improvement

We undertake budget, policy, and financial management analysis and advice on whole-of-government issues, including:

  • Departmental performance against outputs, efficiencies, budget, and resource allocation;
  • Funding of government services and programs, fiscal strategy, industrial relations, and policy implementation;
  • Authoring, planning, and coordination of briefings and other financial and policy inputs to decision making for publications, budget documents, and financial reports.

Teamwork and Stakeholders

We collaborate with key stakeholders both internally and externally to support and contribute to Departmental goals, demonstrating organisational values and behaviours. This includes:

  • Performing specific tasks to the required quality;
  • Working with direct team members or other teams across PA, the Division, and the Department to deliver work priorities to meet strict deadlines;
  • Maintaining a positive and healthy team culture and personal and professional development;
  • Delivering outcomes in a responsive manner to assist the completion of urgent and/or complex tasks.

To be considered for this role, you must demonstrate:

  • A commitment to working in the public sector;
  • Experience in presenting written information and data to highlight high-quality options or alternatives and recommendations for decision makers, using computer literacy skills particularly with Microsoft Excel, PowerPoint, and Word;
  • Proven teamwork skills with the ability to deliver assigned team priorities and maintain performance standards while supporting a positive and healthy team culture;
  • An understanding of government decision-making processes, including budget processes, and some understanding of DTF's role in these processes;
  • Ability to build and maintain productive and positive relationships with key internal and external stakeholders.
