The Clinical Engagement Manager – MHWCMS plays a pivotal role in the successful implementation of the Mental Health and Wellbeing Client Management System (MHWCMS), a key deliverable under Recommendation 62 of the Royal Commission into Victoria's Mental Health System. This position leads the clinical engagement and change management workstream, ensuring that clinical requirements, workflows, and service delivery models are embedded into the design and deployment of the MHWCMS solution.
The role is responsible for fostering meaningful engagement with clinicians and non-clinicians across Victoria's public mental health and wellbeing services. It ensures that the voices of frontline staff are reflected in system design, implementation planning, and change adoption strategies to support safe, efficient, and connected care.
This role requires a strategic thinker with deep sector knowledge, strong leadership and communication skills, and a commitment to improving mental health outcomes through digital transformation.

About you:
The Department of Health is seeking an experienced Principal Project Officer to lead clinical engagement for the implementation of the Mental Health and Wellbeing Client Management System. This critical role will work closely with clinicians, executive stakeholders, and project teams to ensure that clinical perspectives are fully integrated into system design, planning, and delivery.
As a key liaison between clinical services and the project, you will use your influencing and negotiation skills to gain buy-in and secure commitment from a broad range of stakeholders. You'll work both directly and indirectly to build support for new ways of working and foster a sense of shared ownership across the health system.
You will have a strong understanding of the organisational landscape and be able to navigate complex environments with insight and tact. Using a systems thinking approach, you will assess broader clinical, operational, and cultural impacts, identifying both risks and opportunities to ensure the system is fit-for-purpose and aligned with strategic health objectives.
Exceptional written communication skills are essential. You will produce and edit high-quality documentation, including briefs, reports, and correspondence, tailored to varied audiences and project needs.
