About Us
Westport is a program which sits within the Transport Portfolio. It is the long-term program that is progressing Perth’s proposed new, world‑class port facility in Kwinana, which will unlock Western Australia’s economic growth, allow for the evolution of Fremantle, and deliver local jobs and opportunities in our southern suburbs.
Westport will be delivered by over eight major infrastructure projects, and a raft of non‑infrastructure commercial, environmental, planning, reform and strategy implementation programs, all integrating to realise meaningful benefits for Australia and to deliver a legacy of innovation and improvement in infrastructure delivery in WA.

Westport are seeking highly skilled and motivated Lead Procurement & Contracts Officers to play a pivotal role in one of Western Australia’s most transformative infrastructure programs. This is a rare opportunity to contribute to a once‑in‑a‑century infrastructure program that will redefine the State’s container trade network and deliver lasting economic, social, and environmental benefits.
As part of the Commercial and Corporate Directorate, you will be at the heart of procurement strategy and contract management for the Westport program. You’ll work closely with internal stakeholders, industry experts, and government partners to ensure procurement activities are robust, compliant, and aligned with Westport’s values and long‑term vision. Your expertise will help shape the future of WA’s supply chain infrastructure, supporting the transition from planning to delivery across a multi‑disciplinary, future‑ready workforce.

Your impact will be through:
- Managing the Westport Procurement Plan and procurement framework.
- Leading the development and management of complex, high‑risk contracts.
- Providing expert procurement advice on specifications, KPIs, dispute resolution, and contract management.
- Preparing business cases, procurement strategies, tenders, and contract management plans.
- Ensuring probity and compliance with relevant legislation, policies, and standards.
- Monitoring and reporting on service provider performance and contract compliance.
- Advising internal and external stakeholders on contract management best practices.
- Administering procurement documentation in a logical and systematic manner.
- Conducting audits and health checks of contract documentation and processes.
- Building cooperative working relationships with internal and external stakeholders to ensure achievement of service delivery outcomes.
What sets you apart:
- Demonstrated substantial experience in complex contractual development and managing contracted services, including the ability to provide advice and support to relevant stakeholders within a complex environment.
- Experience in the application of supply policies and practices with demonstrated knowledge of the public sector supply environment.
- Well‑developed conceptual, analytical and problem‑solving skills with the ability to provide expert advice in relation to procurement processes and contract management.
- Well‑developed communication and interpersonal skills including the ability to build and maintain effective relationships with a range of people in various contexts.
- Sound knowledge and experience of the principles of risk management and how they would be applied to contracting review and performance issues.

There are currently Three (3) full time, fixed‑term appointment contracts up to 30 June 2028 with the possibility of extensions and/or permanency available for immediate start.
The successful applicant or applicants assessed as suitable through this process may receive further offers of employment (fixed‑term or permanent) in this or similar roles for a period of twelve (12) months from date of first appointment.
What is a recruitment pool?
This is a pool recruitment process; we use recruitment pools to build a bank of talent who we feel might be suited to future opportunities within Westport and/or the Department of Transport and Major Infrastructure. You may join us on a full‑time, part‑time, fixed‑term or permanent basis; however an appointment is not guaranteed.
Suitable applicants will be placed in a pool from which appointments will be made for this or similar future vacancies (fixed‑term or permanent) that arise within the next Twenty‑four (24) months from date of first appointment across Westport or the Department of Transport.
