Two Ongoing Roles

The Social Services Regulator is committed to strengthening protections and rights of vulnerable Victorians accessing social services. The Social Services Regulator is a statutory authority that was established under the Social Services Regulations Act 2021 (the Act). The Act gives effect to a comprehensive new regulatory scheme that aims to keep Victoria’s social service users safe from harms such as abuse and neglect.

The purpose of the scheme is to:

- support the safe delivery of social services

- embed a new set of Social Service standards for all service providers

- ensure service providers understand their role in protecting the rights of social service users

- define roles and responsibilities of service providers

- give the Regulator monitoring and enforcement powers to respond to risks of harm

- improve information sharing between regulators so they can identify and respond to risks of harm

- replace the framework previously overseen by the Human Services Regulator

The scheme applies to prescribed services set out in the Social Services Regulations 2023 (Regulations). They include:

- Child protection services

- Community based child and family services

- Disability services

- Family violence services

- Homelessness services

- Out of home care services

- Secure welfare services

- Sexual assault services

- Supported residential services

THE ROLE

The Senior Regulatory Officer plays a key role in delivering the Victorian Social Services Regulator's functions under the Social Services Regulation Act 2021 (the Act) and regulatory frameworks.

The intake, triage and intelligence function at the Social Services Regulator supports the Regulator to:

- provide a consistent and timely response to contact from service users, service providers and the community

- triage matters for response by relevant teams and Schemes

- ensure information is shared with relevant authorities and peer regulators in a timely way to manage risk and support appropriate action

- translate information from our regulatory operations, sector engagement, and peer regulators into actionable intelligence, which informs and supports regulatory decisions

This team is instrumental in building understanding of duty holders, regulated sectors, risk profiles, emerging risks and trends. As a Senior Regulatory Officer for Intake and Triage, you will manage and organise incoming notifications, support data and intelligence gathering, and ensure service providers comply with quality and safeguarding obligations. You will draw on a trauma-informed approach to triage concerns relating to regulatory schemes enforced by the Social Services Regulator, and work collaboratively with operational teams and peer regulators to share information and allocate matters for regulatory action in a timely way. Working in intake and triage, this role is responsible for a range of regulatory responsibilities, including ensuring regulated entities' compliance with legislative and regulatory requirements. Being a senior role, it requires leadership by example and support to regulatory officers to enable the utilisation of the full suite of regulatory tools available to monitor compliance and respond to non‑compliance, from the provision of authoritative regulatory advice to investigation and enforcement activities.

ACCOUNTABILITIES INCLUDE

- Investigations, Child Safeguarding, Registrations, Intake, Triage or Intelligence activities.

- Lead complex, sensitive assessments and investigations of regulated entities (both proactive and responsive), negotiate resolution and – where necessary – prepare and present evidence to inform regulatory action.

- Coordinate incoming information, including incidents, referrals from peer agencies, reports of concern about service delivery from a range of stakeholders into supporting systems.

- Coordinate bespoke guidance to internal and external stakeholders regarding incident reporting practices and requirements, including the provision of training where required.
