Program Manager

Program Managers coordinate the delivery of multiple related projects and other change activities, which may include business-as-usual activities.

Key Duties and Responsibilities

The Services, delivered in collaboration with and under supervision by nominated AFP personnel, include, but are not limited to, the following:

- Manage the Program and lead the delivery of project outputs using the Managing Successful Programmes methodology, including overseeing budget, schedule, outcomes, risks, benefits, outcomes and quality standards;
- Have strong leadership, interpersonal and communication skills including the ability to manage vendor, technical and business stakeholder relationships;
- Direct project, technical and business resources to deliver work packages by attending meetings with project teams and clients, managing risks and resolving issues;
- Responsible for the creation and maintenance of project documentation in accordance with program requirements and methodologies based on MSP and Prince2;
- Engage with internal IT staff, Executive members and external agencies as required or directed;
- Ensure projects deliver the agreed outputs;
- Contribute to enhancing the AFP’s Program management frameworks and processes;
- Provide knowledge/skills transfer to other team members; and
- Record and maintain files/information in accordance with AFP requirements.

Requirements

As part of the services, the seller must ensure the specified personnel:

- Maintains currency in information technology processes and technical knowledge through ongoing professional development.
- Establishes and maintains effective business relationships and professional networks.
- Contributes to and implements improved ICT practices and procedures.
- Provides mentoring, coaching and training.
- Works effectively in a small team environment, and wider Command environment.
- Remains accountable for accurate completion of work within timeframes and quality requirements, shares own expertise with others and guides and mentors less experienced buyer employees; and
- Records and maintains files/information in accordance with buyer requirements.

The AFP reserves the right to engage further suppliers for the same services if required utilising this RFQ. Any offer of engagement will be made within 6-months of the RFQ release date

Technical Skills

Technical skills candidates would need to have (including but not limited to) are listed below: ICT Program Management, requiring high level program management skills, preferably in large ICT program deployment.

- Solution The extent to which the potential supplier’s response meets the AFP’s requirements as set out in the ATM documents.
- Ability to Deliver The extent to which the potential supplier demonstrates its capability and capacity to provide the requirements.
- Whole of Life Costs The whole of life costs for the AFP. Evaluation includes the quoted price and any costs the AFP will incur after accepting the potential supplier’s response.
