About the team About the commission We are Australia’s trade remedies authority - the Anti-Dumping Commission. The commission is responsible for undertaking investigations into allegations of unfair international trade practices involving goods entering Australia and administering Australia’s anti-dumping legislation. About the branch The commission’s Investigations Branch is made up four investigations teams and a quality assurance and verification team. The branch undertakes highly technical anti-dumping and subsidy investigations. Investigations teams engage with a wide range of stakeholders and prepare reports that apply relevant legislation, policy and practice. Investigations teams conduct detailed research and complex analysis of financial and economic data. Investigations are subject to potential merits, judicial and World Trade Organization review. Our ideal candidate The Investigations Branch has multiple Executive Level 1 Case Manager positions available across the Investigations teams. We are looking for motivated and skilled people who have: - Strong leadership skills including the ability to create a working environment that encourages and supports openness, collaboration and genuine debate around critical issues - Strong case management/project management skills, including managing milestones and deadlines and driving timely delivery - Expertise in analysing and interpreting company financial data - including financial statements and financial management system records - extracting insights and examining it critically to ensure accuracy and inform decision-making - Experience in leading complex analysis of quantitative data and market behaviours - An extensive understanding of interpreting and applying legislation, regulations, precedent, policies, and procedures - Strong report-writing and written communication skills - The ability to effectively engage and collaborate with multiple internal and external stakeholders to drive quality outcomes - Microsoft Excel skills at an intermediate to advanced level (highly desirable) – although training can be provided - Skills or qualifications in one of the following fields are highly desirable: international trade, regulatory compliance and/or investigations, auditing, business, commerce, law, accounting or economics. What you will do The role of a Case Manager is to lead cases according to the commission’s quality and risk management practices. In addition to staff within their own teams, Case Managers are supported by multi-disciplinary teams including policy, quality assurance and legal advisory teams with subject matter expertise. In broad terms, Case Managers have responsibility for: - Leading a collaborative case team that works effectively with specialist advisors and utilises the commission’s decision-making processes and systems to deliver timely advice and recommendations to the senior leadership. This includes engaging with risk, proposing appropriate solutions and providing visibility of key case decisions and risks. - Ensuring investigatory rigour and effective case management principles are met through evidence-based, transparent, independent and impartial decision-making including utilising the commission’s quality control mechanisms. - Producing, supervising and/or co-ordinating all case outputs including case management planning; report writing; producing case records (evidence, analysis, risks and issues, briefing notes, meeting notes etc.); and case communications (circulation of critical information, formal advice received, meeting requests, agendas, plans, relevant submissions etc.) - Supporting the capability development of team members and other commission staff, including by delegating decisions and tasks appropriately; providing clear performance standards; and providing timely feedback and recognition. This includes recognising different working styles of individuals, building an effective team dynamic with differing skills and abilities. Case Managers also have a broader leadership role across the Investigation Branch and commission, including: - Leading innovation and practice development - Leading aspects of staff training and capability development - Supporting a strong and inclusive workplace culture - Contributing to the commission’s engagement with international counterparts, such as technical virtual meetings with counterpart authorities. There is a high degree of direct engagement with Australian and international industry, including opportunities for domestic and international travel to conduct verification activities. You will be supported by a comprehensive training and induction program to help ensure you succeed in the role. Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
