system. Assistant Directors will support the leadership of a small collaborative team and contribute
to reforms that benefit older Australians who access aged care services in the key areas of consumer
protection, provider governance, workforce regulation and support of the aged care system
regulator. The work of the Branch is varied, fast paced and focussed on delivering real world
outcomes by implementing recommendations of the Royal Commission on quality, safety,
transparency and accountability and governance.

alignment across the national care and support sector.
A Merit list will be created to fill these roles and will be considered for future roles in the Division
**Eligibility**
- To be eligible for employment with the Department of Health and Aged Care
applicants must be an Australian citizen at the time an offer of employment is made

variety of pre-employment check processes, such as:
- Satisfactory completion of an Australian Federal Police criminal history check,
and where relevant a Working with Children and Vulnerable People Check.

**Division Responsibilities**
The Quality and Assurance Division supports the provision of safe, inclusive and quality care
for older Australians through legislative reform, the design and implementation of projects
and programs that increase consumer choice and improve transparency, and ensuring
effective regulatory processes for aged care providers and workers in order to improve
quality, safety and integrity of the aged care system and protect consumers. We also have a
focus on fraud prevention and minimisation, and assuring value for money, with a specific
focus on home care packages.
**Branch Responsibilities**
The Strengthening Providers Branch (the branch) supports the design and implementation
of effective aged care regulatory policy to improve the quality, safety and integrity of the
aged care system for the benefit of consumers. To inform policy design and implementation,
the branch is responsible for engagement with other functions within the Department of
Health and Aged Care (the Department), the Aged Care Quality and Safety Commission
(ACQSC) and stakeholders, including consumers, providers, peak representative
organisations, and relevant Australian, state and territory agencies.
The branch is comprised of four sections:
- Consumer Protection
- Approved Provider Governance
- Worker Regulation
- Regulator Policy and Engagement
**Section Responsibilities**
**Consumer Protection**
The section is responsible for delivering policy and reforms to strengthen consumer
safeguards in aged care services, including the key initiatives of:
- the Serious Incident Response Scheme for both residential aged care and in-home
aged care
- regulating the use of restrictive practices in residential aged care.***
- Elder abuse and sexual assault.
**Approved Provider Governance**
The section is responsible for improving governance of aged care providers funded under
the Aged Care Act 1997 including the key initiatives of:
- lifting provider governance capability
- developing and introducing stronger requirements for approved providers’
constitutions, accountability and transparency of operations with a focus on care
quality and consumers.
**Regulator Policy and Engagement**
The section is responsible for leading policy and reforms to support a robust aged care
system regulator and leads the formal engagement between the Department and the Aged
Care Quality and Safety Commission (ACQSC). Key initiatives led by the section include an
independent capability review of ACQSC and strengthening their regulatory functions as
recommended by the Royal Commission into Aged Care Quality and Safety.
