**About the Section**:
The Intelligence and Assessment Section provides several enabling functions including a centralised intelligence and assessment functions to support scheme administration and entry, and compliance and enforcement actions. It is a dynamic area, with opportunity for collaboration and exploration of the strategic environment. There is a strong culture of professional development and exposure to work areas across the agency, including direct engagement with senior management.
- The intelligence function comprises the collection and analysis of information that aims to detect non-compliance and support the tactical, operational, and strategic decision making of the agency.
- The preliminary assessment function undertakes an intelligence and assessment triage function for all complaints, referrals, tip offs and information and data requests that are received by the Compliance Branch.

One of the functions undertaken by the Branch is the assessment of whether participants are fit and proper to participate in the schemes administered by the agency (Renewable Energy Target, ACCU Scheme (formerly Emissions Reduction Fund) and National Greenhouse and Energy Reporting schemes). The Branch also undertakes active monitoring as part of its compliance framework to ensure that the behaviours of participants meet expected standards. The CER takes a risk-based approach to its monitoring and compliance activities. This project is being established to research, design and implement a modernised robust risk-based profiling tool that can aid CER assessment of entities and participants and regulatory decisions.

We are seeking an experienced senior regulatory or risk practitioner, ideally with a background in compliance to lead a small project team. The project team will use their expertise to provide strategic compliance design advice and collaborate with stakeholders within the agency to agree a modernised approach to risk profiling.

**Role responsibilities and duties**:
The Specialist Advisor - Compliance & Risk will lead a complex project working closely with stakeholders to design, test, and implement a modernised, fit-for-purpose risk profiling tool for use across the agency to aid CER assessment of participants and regulatory decisions.

Key duties include:

- Working with a high level of autonomy under broad direction, lead and manage the project to deliver desired outcomes while developing capability and managing individual and team performance.
- Manage risk assessment and risk management activities for the project.
- Report on project outcomes and performance for presentation to Executive and agency committees, including preparing reports and briefs with a high level of complexity or sensitivity.
- Thinking strategically to undertake complex analysis and interpretation to develop solutions and make recommendations.
- Establish and maintain key strategic internal and external networks to identify strategic regulation and compliance enhancement opportunities.
- Effectively anticipate, plan, organise, and prioritise a demanding workload.
- Appropriately manage and monitor resources for the project.

**Qualifications/experience**:

- Strong analytical and critical thinking skills to explore and develop options for risk-based profiling tools.
- Experience in providing strategic advice on complex or sensitive regulatory issues which lead to options for proposed solutions.
- Excellent written and verbal communication skills, and experience with writing complex reports for senior decision makers.
- Ability to be highly adaptable in a dynamic work environment.
- Ability to collaborate effectively and lead staff to deliver high quality work.
