Principal Procurement Officer

The role
The Principal Procurement Officer is responsible for allocated end-to-end capital procurement projects and oversight of activities for assigned streams, with key responsibilities to:
- Supervise delivery of stream specific procurement services, including planning procurement activities, developing sourcing documentation, releasing tenders, evaluating offers, coordinating negotiations, managing contract formation and administering arrangements.
- Provide high-level advice to clients in a relevant, timely and accurate manner on matters relating to strategic and operational capital procurement within the health context.
- Lead the development, implementation and review of capital procurement strategies, policies and processes, ensuring consistency with the requirements of the Queensland Procurement Policy, Building Policy Framework and procurement best practice.
- Contribute to the achievement of an equitable, ethical and safe working environment for staff, which has an emphasis on commitment, skills development, professional growth and continuous improvement, directed towards the achievement of Divisional goals and objectives.
The successful person
**To be successful in the role, you will need**:
- Demonstrated knowledge and experience in procurement for construction related disciplines, within a health context.
- Demonstrated experience with capital and operational procurement strategies, providing advice and development of procurement policies and practices.
- Demonstrated high level conceptual and critical analysis skills to identify issues, to develop quality options and strategies, and to resolve complex capital procurement issues.
- Demonstrated ability to deliver high quality outcomes and manage conflicting priorities within tight timeframes.
- Demonstrated ability to work autonomously or within a team, to achieve individual and group goals, with a commitment to quality contemporary human resource management practices, including employment equity, anti-discrimination, workplace health and safety, risk management principles and ethical behaviour.
