**Principal Procurement Officer**

The Principal Procurement Officer is a key senior role in the procurement team within the Infrastructure and Procurement Branch of this Queensland Government Department.

The purpose of the role is to lead, undertake and oversee the procurement and contract management of various significant information communication and technology (ICT) projects.

**You will**
- Lead and manage the end-to-end procurement process including procurement planning, market and demand analysis, risk assessments, preparation of relevant documentation, sourcing, receipt of offers, overseeing the evaluation process, negotiations, seeking appropriate approvals, and contract award, in consultation with clients and in accordance with policies, procedures and delegations.
- Undertake sourcing activities for high value and/or high risk and/or complex goods and services categories within the department.
- These activities include but are not limited to:

- rigorous internal demand and external supply market analysis to investigate supply market opportunities and to determine industry capability and capacity;
- development of tender documentation (primarily **Queensland Information Technology Contracting Conditions**) and conducting a variety of tender processes (e.g. Expression of Interest, Request for Information, Request for Quote, Invitation to Offer and/or Disposal); and
- objective supplier evaluation, selection and negotiation processes ensuring that all key stakeholders are involved in the determination of requirements, specifications, selection criteria, review of quotes/offers, negotiations, and final decisions which support the operational needs of all clients and stakeholders.
- Undertake contract management activities including planning, contract administration and reporting to ensure the successful delivery of positive outcomes from all contract arrangements.
- Establish and manage contracts and associated arrangements through effective contract management practices, including the monitoring of supplier performance, development and implementation of contract management plans (internal and supplier), contract variations, negotiations and dispute resolution.
- Lead, manage and mentor other procurement team members to support their ongoing development and performance management and to ensure the procurement and contract management needs of the QAS are met.
- Manage the integrity of procurement and contract management data and reporting systems.
- Manage a variety of concurrent procurement projects (and other business-related projects) by exercising a high degree of judgement, in order to meet operational and/or business deadlines.
- Research and prepare complex briefs, reports and correspondence on a range of procurement-related projects and issues.

**You will have**:

- Proven high level knowledge and understanding of Queensland Government procurement and contract management policies and practices, including ‘go to market’ and contract templates.
- Demonstrated capability in procurement and contract management for high value and/or high risk and/or complex goods and services (primarily ICT requirements), to establish both contracts and associated arrangements.
- Highly developed communication, negotiation, consultation and collaboration skills including the proven ability to write and prepare complex, high level correspondence and documentation.
- Demonstrated experience and capability in managing a significant volume of work in a dynamic environment of competing priorities with limited resources, and the proven ability to work effectively both independently and as a member of a multidisciplinary team.
- Highly developed conceptual, analytical and problem solving skills including the ability to deliver innovative and cost effective procurement outcomes that meet organisational priorities.
- Demonstrated strong commitment to continuous quality improvement and the delivery of excellent client service.
