Eden Ritchie is seeking a Principal Procurement and Contracts Officer who will be responsible for managing all ICT procurement processes for Department. This role is within the Procurement and Contract Management Group and will work closely with Department commands to provide best practice procurement and contracts management.
- 6 month contract with 6 month possible extension
- Brisbane CBD location

**As the Principal Procurement and Contracts Officer, your key responsibilities will include**:

- lead the end-to-end procurement processes for ICT related procurement activities and projects
- provide high-level ICT procurement and contract management advice and services to Department business areas to ensure procurement outcomes meet business needs
- deliver high quality ICT procurement and contract management documentation and processes in line with principles of the Queensland Government Procurement Policy and in adherence to department policies and procedures
- actively develop and manage internal and external stakeholder relationships including, internal clients, suppliers, industry, peer organisations and public sector bodies when required, establish standing offer arrangements and panel arrangements with a review to maximising efficiencies in processes and costs across Department
- provide timely, professional and strategic procurement advice to clients, senior management and suppliers on procurement processes and practices as they relate to, and are affected by, legislation and Department policies, procedures, delegations and guidelines
- establish and implement a forward procurement plan across ICT procurement activities, conduct complex ICT procurement planning activities and develop high-level strategies
- ensure compliant and competitive proposals, manage risk, conduct contract negotiations and prepare briefing notes, correspondence and sourcing documentation
- conduct, and support other team members, in tender development, release, evaluation processes, and drafting and awarding contracts and work with stakeholder groups to develop and execute market research, risk analysis, sourcing strategies, procurement and evaluation plans, and contract specifications in the ICT category
- maintain detailed documentary record of procurement processes and decisions ensuring the audit trail is adequately maintained and documented for probity, accountability and audit purposes
- develop and maintain an understanding of current organisational demands including current spend, individual transaction and pricing data, end users’ requirements, and potential changes in future demand for products and services; and current supply markets, changes in market competition, and performance of current sourcing strategies and pricing
- prepare reports, for internal and external stakeholders to enable enhanced forecasting and spend management.

**The essential requirements for this role are**:

- Extensive experience undertaking ICT procurement and contract management within a public sector context.
- Demonstrated high-level experience in the development and delivery of ICT sourcing and procurement strategies and in implementing effective systems and processes that support delivery of strategic business objectives and priorities.
- Strong understanding of the Queensland Government Procurement Policy and associated procurement and contract management frameworks, guides and procedures.
- Extensive experience developing, administering and managing QITC/GITC contracts.
- Demonstrated high level conceptual and analytical skills as evidenced through the ability to initiate and coordinate research and to develop and implement innovative solutions within a complex financial environment.
- Demonstrated extensively developed interpersonal and communication skills as evidenced by the ability to liaise and/or negotiate effectively with a wide range of clients and external stakeholders.
