**PROCUREMENT AND PROJECT OFFICER**

Manpower is on a lookout for experienced Procurement Officer to work with their large State Government client in a contracting position with a high likelihood of further extension.

The salary for the role would be between $56-$65 per hour excl. superannuation.

**Role Purpose**:
The Procurement and Project Support Officer is part of the Business Operations team within the Office of Deputy Secretary and works closely with Strategic Sourcing Specialist. This role will provide expertise through acting as a point of contact for all questions, queries and technical support relating to the purchase goods and services and contributes to the delivery of high-quality planning and procurement services across the Planning group. The Procurement and Project support Officer provides operational assistance to the procurement process, develops related tools and systems, and coordinates communication updates.

**KEY RESPONSIBILITIES**

As a member of this unit, the successful applicant will have the following key responsibilities:

- Contribute expertise through acting as a point of contact for purchasing users within Planning for all questions, queries and technical support relating to purchasing goods and services through iSource (and Vendor Portal), providing clear direction in respect of good practice purchasing methods through your knowledge and experience.
- Manage the delivery of high-quality expert procurement advice, to meet the business and operational objectives and priorities of Planning group, including setting clear directions for staff within the branch and monitoring and managing performance.
- Support the improvement of procurement capability and contract management across Planning Group including training and mentoring staff to build capability.
- Develop guidelines for procurement and project activities within the group and convey specialist procurement concepts and policies to stakeholders.
- Research and conduct sourcing activities in accordance with established policies and procedures to meet business needs and participate in negotiations to establish and review supply arrangements that will deliver value for money procurement outcomes.

**Selection Criteria**:

- Data literacy: ability to analyse data sources and structures, generate descriptive statistics and relevant data visualisation using advanced excel formulas and pivot tables.
- Communication skills: ability to deliver clear and concise presentations using appropriate media for the audience.
- Business and commercial acumen: understanding of operational costs and seeking efficient ways of operating; ability to manage external vendors and ensure compliance with agreements.
- Working collaboratively: building supportive and cooperative team environments, engaging other teams to share information and supporting others in challenging situations.
- Qualifications and experience: desirable qualifications or extensive experience in public sector procurement, accounts, and contract management, including experience with public tendering, probity, and competition processes.
