The Team
The Service Delivery Accommodation team is responsible for managing the delivery of SSP's capital works projects. The team works in close collaboration with SSP's Corporate and Commercial Team to implement capital works procurement and delivery strategy for allocated construction projects.
About the role
The role supports the Senior Project Manager in implementing SSP's new delivery model for capital works procurement and delivery strategy for allocated construction projects. This covers the establishment and implementation of effective end-to-end procurement and contract management processes and procedures including engagement of consultants and contractors, contract administration, financial reporting, project governance and effective stakeholder liaison.
The role will provide high quality construction procurement support on the delivery of capital works projects allocated to SSP's outsourced providers under the new model to schedule, quality, scope and budget in accordance with relevant legislation and government policies.
Key Accountabilities
- Implementation and ongoing maintenance of high-quality construction procurement procedures, tools and templates that are aligned to the Ministerial Directions for Construction Projects, SSP Procurement policy framework and support the delivery of effective and efficient outcomes under a new model.
- Negotiate commercial project agreements and contracts on behalf of SSP, DGS or clients with third-party vendors and monitor third-party vendors for compliance with government policies and standards on quality, methodology, documentation, and governance practices.
- Manage KPI, benefits realisation tracking and outcome-based contract establishment processes including identifying opportunities to improve outcomes, efficiency and value for money.
- In collaboration with the Project Manager, monitor deadlines on contract deliverables, ensure project parameters including budgets, schedules and scopes are adequately managed within tolerances and communicate on an ongoing basis with business partners and internal clients.
- In consultation with the Senior Category Manager (Construction Procurement), identify opportunities to improve procurement outcomes, efficiency and value for money and progressing these business improvements, including budgeting, risk management, business continuity planning, sourcing, category management, policy development and recommendations from data analytics findings
- Complete various administrative duties as required with respect to data recording and financial management.
- Provide timely responses and high customer service to client departments, agencies and key stakeholders to achieve effective reporting, advice and service outcomes.
- Actively model and adhere to DGS' values, behaviours and the VPS Code of Conduct, and deliver outputs in line with probity, legal and other established requirements.
- Other duties as directed by the Senior Project Manager, the Director, Corporate & Commercial or the Director, Service Delivery Accommodation.

About you

**To be considered for the role you must be able to demonstrate**:

- Strong understanding of best practice procurement practices and broad experience in the development and implementation of procurement procedures, templates and tools that support the delivery of effective procurement outcomes.
- In-depth knowledge and experience in construction procurement, compliance, policy development, contract review and risk management practices and methodologies, preferably in a Victorian Government context.
- Recognised procurement professional with extensive experience across all facets of the procurement process and able to facilitate outcomes in a cross-functional team aligned to strategic objectives.
- High level of written and oral communication skills including the ability to communicate, negotiate and present in a professional manner
- Proven ability to lead projects, influence colleagues and implement changes which enhance SSP's procurement strategy and activities.
