**About the role**:
Counter Terrorism Command (CTC) is a specialist area within Victoria Police that works with partner agencies to investigate, disrupt and mitigate the risk of terrorism and politically motivated violence in Victoria. CTC is comprised of three Divisions; Business Services, Capability and Operations. The Business Services Division is a key point of contact in relation business, administration and IT support and is responsible for ensuring the delivery of high-quality business outcomes and governance in support of Command and management initiatives. The Contract Manager is a newly established role that will report directly to the Program Manager, Business Services Division however will be embedded across the entire Command to support work unit managers in their contract management responsibilities.
CTC is responsible for the management of a number of contracts covering ICT and sole traders. The role will be responsible for the development and implementation of a contract management framework (including contract management plans, governance, reporting and meeting framework) to support the ongoing contract management practices across the Command.
CTC is experiencing a period of growth which will likely result in an increase in sole trader contracts require ongoing management. This is in an addition to a number of existing ICT contracts providing case management and data extraction services.
**The role is fixed term to 30 June 2023, with a likely** exten**sion**.

**Your duties will include**:
- Providing advice and recommendations on contractual, commercial, financial, and related issues in connection to procurement and contract administration
- Developing contract management processes, guidelines, reporting and governance frameworks
- Liaising with suppliers to drive performance and compliance with key performance indicators and service level agreements
- Providing contract management and administration functions to support the delivery of project/command objectives.
- Contributing to the commercial aspects of the procurement process, subsequent contract management and administration including:Preparing procurement and tender documentation and assisting with contract negotiations as necessary.
- ensuring procurement processes are aligned with Government procurement policies;

**As the successful applicant, you will have**:
- Demonstrated experience with the implementation of contract management and administration functions, including contract management systems and processes under a range of procurement methodologies.
- Experience in undertaking end to end procurement activities within the Government sector
- Experience in the implementation of contract management frameworks
- Experience in successfully driving supplier performance
- Highly developed interpersonal and verbal communication skills, including demonstrated ability and experience to liaise and negotiate complex issues, lead change management effectively and obtain cooperation from a range of major internal and external stakeholders.

**Requirements and relevant information**:
- One (1) x full-time, fixed term to 30 June 2023 (with possible extension) position available.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
- The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
