**About the role**:
The Principal Program Adviser is a senior role within the Reform Implementation Unit 2 (Local Services). The unit, within the newly established Reform Implementation Branch, is to focus on the delivery of complex, priority mental health and wellbeing reforms. The initial, priority focus for the unit is the delivery of Mental Health and Wellbeing Locals (often abbreviated to Local Services) - a flagship reform of the Royal Commission into Victoria's Mental Health System and entirely new mental health and wellbeing service stream - however the focus and responsibilities of the unit will evolve over time.

Reporting to the Manager, Commissioning and Performance Management the Principal Program Adviser will lead work associated with commissioning future services and service performance and program and system improvements. The role involves developing effective relationships with a range of stakeholders including potential and current service providers and program and policy areas within the department.

**How you'll make a difference**:

- Lead and support the delivery of complex, priority mental health and wellbeing reforms starting with a focus on Local Services.
- Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet submissions on complex issues.
- Pro-actively build and maintain effective working relationships and facilitate the flow of information across the department and with key external stakeholders.
- Overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
- Provide high quality business intelligence, authoritative advice and sound policy recommendations to senior management and government based on comprehensive research

**Suitable applicants will be able to demonstrate**:
To be successful in this role, you will be a high performing individual with experience in commissioning, service delivery and/or system reform and possess excellent problem solving, project delivery and communication skills. The role is suited to individuals who are comfortable working in dynamic environments with multidisciplinary teams and a range of stakeholders.

A strong understanding of Victorian Mental Health and Wellbeing system is essential.
