**Where you'll be working**
Activity Based Management (ABM) is an entity of the Health System Support Group within the Health Administration Corporation. We have a reporting line to the Deputy Secretary, Health System Strategy and Planning, NSW Ministry of Health (MOH).

The core function of ABM is supporting the NSW health system by leading development and implementation of activity based management. We do this by:

- costing - timely, quality clinical costing data and improved supporting systems
- pricing - shaping funding policy and pricing models
- insights - taking knowledge to the health system to inform decision making and to grow capability

We are technical advisors to the MOH on implementation of the National Health Reform Agreement (NHRA) and future Commonwealth funding arrangements.

Under the Addendum to the NHRA, NSW remains committed to activity based funding (ABF), wherever practicable. ABF is a way of funding hospitals for the number and mix of patients they treat. ABF accounts for some patients being more complex and resource intensive to treat than others.

The Pricing, Funding and Modelling team supports ABM by developing the NSW Health funding framework and by providing transparent, equitable and sustainable solutions for improved decision making. The team drives strategic and innovative pricing, funding and modelling approaches for NSW Health to meet State and National legislative and funding reform requirements.

The Pricing, Funding and Modelling team plays a key role in collaborating with MOH branches to deliver a NSW State budget that allows local health districts and specialty health networks (districts/networks) to provide better value care and improved health outcomes to the people of NSW.

**What you'll be doing**
- Provide operational leadership and advice on matters involving development of the State Price and State Efficient Price.
- Lead the development and implementation of appropriate financial management reporting tools that support districts and networks to monitor activity based management key performance indicators, consistent with NSW MOH policy directives on ABF.
- Develop and maintain partnerships with districts and networks to ensure obligations related to the NHRA on ABF are achieved.
- Champion and drive a strategic approach to financial performance analysis and pricing within an activity based management environment.
- Provide a strategic and business planning framework relating to pricing and funding that links strategic and operational priorities of ABF and activity based management.
- Manage staff and resources of the Pricing, Funding and Modelling team.

**Selection Criteria**
- Tertiary qualifications in accounting, economics and/or finance and/or relevant industry experience.
- Ability to meet deadlines and manage conflicting priorities.
- Expertise in ABF pricing and funding models, including benchmarking and quality review of policies.
- Demonstrated understanding of health data systems used across NSW Health, particularly those relating to patient care and pricing, and an ability to analyse data to guide policy development.
- Knowledge of financial management principles, structures, processes and practice and demonstrated experience in developing, implementing and evaluating ABF/activity based management models, policies and strategic frameworks.
- Demonstrated understanding of the NSW Health funding model, and the NSW and Commonwealth health systems.
- High level oral communication and interpersonal skills to interact effectively with staff, management and external stakeholders and proven written communication skills to prepare, review and edit correspondence, briefings, reports and other correspondence.
- Strong analytical and database modeling skills including advanced Access and Excel database user.
