**Division Responsibilities**

The Information Technology Division (ITD) supports the Department of Health’s (the

infrastructure. ITD manages a number of public facing digital systems and leads a significant

data capability that supports the department’s compliance and regulation functions, policy

development and program delivery. ITD are also responsible for delivery of desktop services

to over 6,000 staff and oversee the department’s protective and cyber security services. ITD

is growing to support a significant reform program focused on modernising and

transforming Health and Aged Care services.

**Branch Responsibilities**

The Portfolio Management, Architecture and Commercial Services Branch provides strategic

coordination of Health Digital and ICT programs and projects to support the Department's

policy and reform agendas. This includes monitoring benefits realisation and managing an

assurance framework that drives quality, consistency and value for money customer

focused outcomes. The Branch also drives IT financial sustainability practices, workforce

planning, enterprise architecture capability, leads ICT procurement and commercials, and

provides the enterprise testing and quality assurance capability.

**Section Responsibilities**

The Enterprise Testing and Quality Assurance Section is responsible for the following

functions:

- Confirm customer and stakeholder requirements are correctly defined and documented
- Identify, assess, and address issues, defects and risks throughout testing prior to release

into Production
- Provide confidence that releases to production deliver the expected outcomes and are

fit for purpose
- Provide advice to the executive around risks from a quality perspective
- Ongoing maintenance testing frameworks (manual and automated) which support the

(ICT) testing needs across the department
- Recruit and manage testing professionals across multiple branches and business projects
- Ensure appropriate test environments exist and test plans are followed Provide

independent testing of all components delivered to test, document findings, and follow

up on failures/defects and issues

**Key Responsibilities**
- Work closely with the Test Director to streamline test processes, framework, and section

roadmap to implement across projects/programs of work
- Build and maintain effective working relationships with stakeholders, actively marketing

the services that the section provides
- Undertake test planning activities with stakeholders including estimates, creation of test

artefacts and resource (people and environments) forward planning and dependency

management
- Liaise with Business Analysts, System Analysts, Architects and Business Subject Matter

Experts to clarify intended system behaviour and supporting business processes
- Support projects in achieving objectives by ensuring that testing requirements are

scoped, planned, and managed effectively
- Coordinate the full suite of testing as identified in the Test Strategy including Data

Warehouse and post implementation production verification testing across all projects
- Assess, design, review, execute, and report on test cases and resulting defects, including

identifying and creating complex data requirements using an enterprise toolset
- Highlight risks, issues and assumptions identified during test planning, design or

execution and communicate them to the Project/Delivery Manager, taking preventative

action when appropriate
