The position manages the Directorate-wide approach and operational aspects of
procurement, performance reporting and financial control of the delivery program and
operational plan. The primary functions of the position are to develop and assist with the
implementation, review and monitoring of reporting processes to capture performance
information across the Directorate to assist the Director and Branch Managers in achieving
the objectives of the directorate and the organisation more broadly.

The position provides support for procurement, business processes, performance
reporting and financial reporting to the three services within the Infrastructure and Project
Delivery Services (IPDS) Directorate.

**KEY RESPONSIBILITIES**

**Procurement and Contract Administration**
- Oversee the directorate’s procurement operations in accordance with the Sustainable

Procurement and Contracts policy and framework and program planning view against
council business paper production timeframes.
- Coordinate and contribute to the directorate’s planning, project and reporting

framework in liaison with the director, managers and key staff and liaise with strategic
& corporate strategy on the development and implementation of reporting
requirements.
- Lead development and co-ordination of the budget planning and financial

management framework for the directorate in consultation with the Managers and
Director to ensure a consistent approach.
- Co-ordinate the monitoring of the directorate budget and Operational Plan

performance and prepare report for the Manager and Director.
- Manage the directorate’s executive budget.
- Lead the directorate’s response to organisational strategies, business processes,

training and systems development.
- Undertake performance monitoring across the directorate by identifying key

performance indicators in close liaison with Managers and key staff.
- Promote continuous improvement culture, quality customer service, innovation and

initiatives across the directorate.
- Develop and implement quality business systems for the effective and efficient

operation of the directorate including coordination of customer service response and
council business paper processes.
- Monitor work programs, identifying potential problems and develop appropriate

responses to situations, identify and address data integrity issues / data gaps.
- Create a learning environment to develop skills and knowledge, and identify training

gaps, develop and deliver training / new employee induction packages across the
directorate.
- Actively develop and implement measures to help Council deliver its sustainability

goals.
**Business and Performance Planning and Reporting**
- Coordinate and maintain directorate policy / strategy register, monitor currency and

update in an accessible format including planning policies, guides, forms, checklists,
strategies and other standard documentation / templates.
- Promote knowledge sharing of the directorate's operational business processes and

systems by strengthening links between knowledge sharing and information systems,
and improving integration among information systems in the directorate and the
organisation to facilitate seamless exchange of information across systems.
- Lead the sharing of experiences on innovative approaches in knowledge sharing

across the directorate.
- Manage information to ensure accurate reporting on directorate activities and

functions.
**Project management**
- Manage directorate projects for improving business processes and reporting to ensure

effective planning and implementation of projects including risk assessment and
ensuring that all project aims are met and projects are delivered within specified
timeframes and allocated budget.
- Manage projects comprising multi-disciplinary teams.
- Review project plans, prepare project status reports and undertake post

implementation reviews and reporting.
- Manage directorate dynamics and interpersonal relations within and across projects to

ensure consistency between business strategies and service outcomes.
**People management**
- Provide guidance and coaching to staff in the directorate in relation to systems,

processes and procedures, and in relation to the functions of their positions.
- Identify and capitalise on opportunities to achieve organisational outcomes through

people partnerships and mentoring.
**Ethics and safety**
- Act in accordance with the requirements of the law and Council’s Code of Conduct and

other relevant policies;
