**About the Role**:
Reporting to the Chief Investigator, the Surveillance Program Specialist leads and manages a team that works across the state in the development strategies, policies and procedures and the conduct surveillance activities to support intelligence-led investigations into environmental crime (relating to pollution and waste).

This is a senior management role for an experienced surveillance expert that wants to contribute to the success of the EPA as it enters a new era of environmental protection in Victoria.

You will lead and manage a team through change to become a modern regulator, ensuring a positive organisational culture and the highest standards of performance and integrity are achieved.

**In this role you will**:

- Lead and manage the Surveillance Program Unit to achieve high standards of performance, accountability, collaboration, ethics, and integrity.
- Manage the allocation of resources, budgets, business and project planning and reporting.
- Contribute to the overall operational strategy and direction of the organisation, ensuring a one-EPA approach to the delivery of priorities.
- Build a high performing workforce that is safety and wellbeing focussed, outcome-orientated, collaborative, innovative, professional, and engaged.
- Lead the team in building, maintaining, and leveraging strategic relationships and partnerships to ensure that the EPA is a trusted and influential authority.
- Ensure a robust, transparent, risk and evidence-based approach within the Surveillance Program Unit, empowering and supporting staff, and devolving decision making with an appropriate accountability framework embedded within the unit.
- Drive process improvements within the Surveillance Program Unit and the EPA to achieve regulatory excellence and priority outcomes in a more effective and efficient way.
- Lead the development and implementation of strategies, policies, and procedures to promote good practice in the use of surveillance to target environmental crime (related to pollution and waste).
- Provide leadership in uplifting the capability of the EPA to undertake physical and technical surveillance.

**Skills and Experience**:

- A relevant tertiary degree or qualifications in investigations, law or a related discipline is desirable.
- Senior level operational experience in the management and conduct of physical or technical surveillance (including covert) in a law enforcement, intelligence, or regulatory body.
- A proven record of achievement in a senior management role leading a business unit through change to achieve high performance and a positive organisational culture.
- Knowledge of contemporary techniques for the conduct of proactive and reactive investigations.
- Demonstrated ability to develop strategies, policies, and procedures for the conduct of physical and technical surveillance.
- An understanding of environmental regulation as it relates to pollution and waste is desirable.
