The Labour Hire Authority (LHA) protects Victorian workers from exploitation and improves transparency and integrity in the labour hire industry by regulating businesses that provide or use labour hire services. LHA licences labour hire providers, monitors and enforces compliance, and supports providers, hosts and workers to understand and comply with their legal obligations.

Established to administer the Labour Hire Licensing Act 2018 (Vic) (LHL Act), LHA is an independent agency whose work is wholly funded by licence fees from labour hire businesses. Since 2019, LHA has expanded its program of industry engagement, compliance and enforcement, growing its small and dedicated team to around 120 staff and establishing a strong track record.

LHA employees are offered hybrid and flexible working arrangements in accordance with Victorian Public Service and LHA policies. Our offices are located in Melbourne CBD and Bendigo.

About The Position

The Functional BA will work closely with the Project Lead Regulatory Reform and the Technical Business Analyst (Technical BA) to analyse the opportunities and requirements of the Program impacting business processes. With a time-bound delivery period, the Functional BA will assist with driving strategic Program initiatives that deliver measurable value. The Functional BA will work with the business to:

  • review and transform existing business processes
  • identify and document new processes
  • develop high quality supporting documentation
  • support change management, including training preparation and delivery
  • support and align with other Program work packages
  • track and report on project progress, risks, and outcomes
  • ensure timely delivery aligned with stakeholder expectations.

  • Effectively manage business analysis activities across the full project lifecycle.
  • Ability to translate complex business needs into practical, fit-for-purpose solutions.
  • Ability to quickly establish relationships and understand context to meet challenging delivery timeframes
  • Self-starter, confident in applying your expertise in a dynamic environment
  • Excellent interpersonal, negotiation and problem-solving skills
  • Communicate clearly and effectively with diverse audiences.
  • Contribute to organisational change and continuous improvement initiatives.
