Overview

Manager Strategic Procurement & Property at Knox City Council is a senior leadership role reporting to the Chief Financial Officer. The role drives continuous improvements in procurement and leads the strategic management of the Council's property portfolio.

Responsibilities
  • Lead Council's centre-led procurement team, build strong relationships across the organisation, and drive a culture of continuous improvement to deliver value and impact.
  • Ensure all procurement activity is strategically aligned, compliant with legislative and policy requirements, and consistently delivers best-practice outcomes.
  • Manage Council's decentralised property team, optimise performance to achieve financial return and community benefit.
  • Identify properties for potential disposal and manage the full process through to Council approval and sale; oversee lease and licence negotiations; build strong stakeholder relationships with property advocates and specialist functions.
Qualifications and attributes
  • Proven leader with extensive experience in procurement, contract management and property services, ideally within a public sector context.
  • Track record of successfully leading change programs, with strong financial and commercial acumen.
  • Ability to think laterally and strategically to navigate complex environments and develop innovative solutions that deliver outcomes.
  • Exceptional interpersonal and communication skills, with emotional intelligence and political acumen to operate across diverse stakeholders.
  • Tertiary qualification in business, law, finance, economics, or related discipline; postgraduate qualifications in leadership, management, or project management are regarded highly.
