POSITION PURPOSE / OBJECTIVE

The Remuneration & Employment Advisor is responsible for providing proactive advice and support through retrieval and analysis of HR data, enabling the effective delivery of both operational and strategic employment and remuneration activities.

The position has organisational responsibility for key employment & remuneration activities including:

  • Reporting and analytics on Employment & Relation issues, including advice and business improvement.
  • Organisation design and establishments.
  • Remuneration and Benefits framework including position classifications.
  • Employment matters.
  • Equal Employment Opportunity and Workplace Diversity.
  • Compliance of payroll and remuneration activities.

The position supports the following organisational activities :

  • Employee Relations.
  • Workforce planning.
  • Payroll management.
  • Recruitment (attract & retain).
  • Performance management.

KEY RESPONSIBILITIES

  1. Responsible for providing operational and strategic analysis and advice on employment, remuneration, establishments and data integrity matters, including reporting activities such as quarterly reporting, internal ad-hoc reporting / analysis, supporting the Program Leader Employee Relations with relevant reporting, and external reporting requirements.
  2. Proactively provide advice, support and respond to employee and management enquiries by solving organisational, people and change-related issues through working with the business, and develop integrated solutions aligned to corporate requirements.
  3. Responsible for ensuring HR data integrity by proactively managing HR master data in Council's Technology One platform (One Council) and associated systems, including organisation structure and charts, position information, administration and monitoring effectiveness of HRIS system.
  4. Proactively review, report and make recommendations for business and process improvement to management through: a) participating in policy, procedure and process improvement reviews, making recommendations for improvement and updates; b) planning, implementation, monitoring and review of HR projects; c) monitoring and ensuring compliance via auditing methods of payroll and remuneration activities, ensuring practices are legally compliant and best practice.
  5. Frontline delivery of HR strategies and actions that enhance employee contribution, including wellbeing initiatives and phase 2 of the Remuneration and Benefits Framework rollout.
  6. Act as the Subject Matter Expert for conditions of employment, reward, remuneration, job classification, evaluation and establishments, including design, implementation and management of Position Descriptions.
  7. Assist with delivery of other initiatives and projects within the People and Culture team as required.

Workplace Health & Safety

Ensure compliance with WHS obligations and responsibilities as outlined in Council policies and procedures and under the relevant WHS legislation. This includes identifying potentially unsafe situations or work practices, notifying your Supervisor or Manager, never performing dangerous tasks without proper instructions and equipment, working safely, and reporting actions that will assist the Council to meet its legal WHS obligations. You have the right to cease unsafe work and must comply with Council's Asbestos Management Plan and Policy.

Compliance & Risk

You are responsible for conducting your risk management responsibilities as described in Council's Enterprise Risk Management (ERM) Policy and Procedure, ensuring issues are identified and reported in a timely manner.

COMMUNICATION

The role requires high-level communication skills to engage with internal and external stakeholders, identify issues, and provide advice and solutions. Communication with higher management levels is also required.

JUDGEMENT & PROBLEM SOLVING

  • Problems are solved by obtaining, evaluating, and analyzing information. Judgement is important as solutions are often not straightforward.
  • Ability to make decisions within responsibility, with guidance from the Program Leader.
  • Evaluation of complex issues requiring investigation and adaptive thinking.
  • Ongoing planning to ensure strategic outcomes and resource coordination for multiple work cycles and projects.

  • Policy, processes, and procedures are available; the jobholder must choose appropriate actions within these frameworks.
  • Decisions impact the work of others within People & Culture; this position has no delegations.

SKILLS, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES

  1. Degree or equivalent experience in a related field (e.g., human resources).
  2. High-level skills in Office 365, especially Microsoft Excel.
  3. Ability to retrieve and analyze data with high attention to detail.
  4. Ability to recommend, implement, and monitor organizational improvements.
  5. Understanding of employment and remuneration principles, legal responsibilities, and activities.
  6. Excellent written and verbal communication skills across all organizational levels.
  7. Experience with HR information systems (preferably Technology One or CHRIS).
  8. Ability to work effectively in a team environment.
  9. Understanding and application of WHS and EEO principles in the workplace.

Desirable

  1. Understanding of Human Resources in a local government context.
  2. Experience with the HRP module of Technology One's CI Anywhere platform.
