Executive Manager Operations & Technical Services - Water Industry (Relocation)

Salary: $122,127 – $143,470 per year (as at 1st July 2025)

Central Tablelands Water is a single-purpose County Council providing potable water to over 15,000 customers across 13 towns and villages. We supply potable water for residential, industrial, and rural use across an area spanning approximately 14,000 sq/km.

We are recruiting for the newly created position of Executive Manager Operations & Technical Services. The EMOTS is a member of the Executive Leadership Team (ELT) and is responsible for leading the entire operations and technical requirements of the organisation, including service delivery, resource allocation, water quality compliance, and asset renewal programs.

The position is based in Blayney, NSW, and is office-based.

Your key responsibilities include:
  1. Leading operational and technical service delivery, ensuring water quality standards and supply continuity.
  2. Managing service processes, workflows, and asset lifecycle planning.
  3. Promoting safety and ensuring WHS compliance.
  4. Serving as an escalation point for technical issues.
  5. Managing technical infrastructure, including telemetry, networks, and cloud services.
  6. Overseeing financial performance, budgeting, and resource management.
  7. Leading technical projects, defining scope, timelines, and resources.
  8. Evaluating procurement and tender processes.
  9. Driving organisational change, digital innovation, and sustainability initiatives.
Qualifications and Experience:
  • Class C Driver's license with a safe driving record.
  • Tertiary qualifications in Engineering or a minimum of 5 years' experience in water utilities.
  • Project management experience in engineering and asset renewal.
  • Ability to work flexible hours, including emergencies.
  • Proficiency in Microsoft Office and analytical skills.
  • Leadership experience with team motivation and organisational change.
  • Strong interpersonal and communication skills, with the ability to manage budgets and stakeholder relationships.

An attractive salary between $122,127 and $143,470, negotiable based on experience, with options for a leaseback vehicle, flexible working hours, sick leave, and long service leave after 5 years.
