The Regulatory Analyst undertakes policy and economic research and analysis to inform regulatory reforms to the Victorian energy sector, with a strong focus on improving outcomes for consumers.

This includes collaborating with other teams in the division to ensure energy codes can be implemented effectively and promote compliance.

They proactively address complex economic and energy policy issues, identifying suitable options and solutions.

They also support stakeholder engagement with representatives from energy businesses, customers and customer groups, and government agencies to develop clear and influential advice and solutions.

The Essential Services Commission is Victoria's independent economic regulator of essential services supplied by a range of industries.

The commission's functions include:

- making regulatory decisions with respect to prescribed industries (including price determinations, licensing, customer protection and access disputes).
- undertaking reviews and providing advice to Ministers on a range of economic and regulatory matters.
- administering the Victorian Energy Upgrades program.
