The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.

We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.
Shared Service Provider (SSP)

The SSP team delivers property, carpool, and library services to clients across the Victorian Government, including Victorian Government departments and a range of agencies.

The Contracts and Procurement Team is the centre for expertise within SSP and provides support and advice to functional lead senior managers and directors within SSP on contract governance and terms and is a point of escalation.

The Procurement stream works with SSP work streams to ensure timely procurement in compliance with all government and department guidelines.

About the role The Contracts and Procurement Team are looking for an experienced leader to join its growing team on an ongoing basis.

You will help provide oversight and support to the SSP procurement activities, taking the lead on developing strategic, innovative, and sustainable procurement practices in line with government policy.


In the role, you will:

- provide oversight and support to SSP procurement activities
- identify and implement opportunities for new strategic, innovative, and sustainable procurement or shared service initiatives that produce cost savings, operational efficiency and high value product and service for the Victorian government
- provide supportive leadership, motivating and directing the Contract and Procurement Officers for the delivery of quality and timely outputs and achievement of their growth
- lead the monitoring of internal procurement systems and processes and ensure that compliance is achieved across the organisation
- proactively contribute and support ongoing improvements in procurement outcomes across SSP
- in consultation with the Senior Manager Contracts, identify opportunities to improve procurement outcomes, efficiency and value for money and progressing these business improvements.

About you
To be considered for this role, you must be able to demonstrate:

  • extensive knowledge and experience in procurement, compliance, policy development, contract review and risk management practices and methodologies, preferably in a Victorian Government context
- an ability to lead projects, influence colleagues and implement changes which enhance SSP's procurement strategy and activities
- highly developed conceptual and analytic skills which support and enhance procurement activities, systems, and compliance measures
- ability to engage, advise and negotiate with internal and external senior stakeholders to lead meetings and make decisions within procurement frameworks
- experience in managing a small team and the ability to manage a diverse workload and competing priorities
- well-developed interpersonal and communication to interpret policies and succinctly communicate to stakeholders.
