The Role


The WHS Manager will be responsible for developing and implementing a safety culture strategy across the City of Stirling encompassing a workforce of approx.

1500 employees, plus a large contingent of volunteers and contractors.

As a leader in safety, you will have autonomy to build and design our safety brand and positively influence our safety culture.

You will have the ability to really make a positive impact and lead the strategic safety vision for the City.

We are seeking a highly developed and experienced WHS leader with a demonstrated strong commitment to safety.

The WHS team provides services areas of WHS including Safety, Health & Wellbeing and Workers Compensation and administers the Safer System.

You will work collaboratively with the leadership team and the broader City to drive the implementation of the new WHS Legislation and Regulations and further review the City's Safety Management System.

Key deliverables for this position include embedding a successful WHS Business Partnership model and working collaboratively with the leadership team on new projects and initiatives to ensure that safety is at the forefront of everything we do.


Key accountabilities include:

  • Lead the further development of the City's Safety Management System and embed a positive safety culture
  • Overseeing Workers Compensation and the City's Health & Wellbeing Program
  • Develop safety leadership across the City
  • Deliver high level customer support and WHS advice across the City
  • Provide guidance and leadership to the WHS Business Partners to embed the Business Partner model and work with them to promote a culture of safety awareness
  • Maintain and deliver WHS management activities including risk workshops, hazard identification, ergonomic issues, chemicals hazards and risks etc.
  • QA/QC of WHS documentation
  • Training development and delivery
  • WHS Policy and Procedure development
  • Lead and deliver the WHS audit and systems review
  • Develop strong, collaborative working relationships with the HR team and business leaders
  • Develop and analyse safety KPI's and reports, submissions, data, briefing notes executive responses and executive papers relating to the ER function
  • Driving and leading the focus of continuous improvement for the function

Your knowledge, skills and abilities

  • Tertiary qualification in Health & Safety or similar desirable
  • Experience working at a senior level within a complex medium to large organisation in a similar role with demonstrated success in embedding a strong safety culture
  • Comprehensive understanding of contemporary WHS legislation and standards
  • Proven record of having developed best practice Health and Wellbeing, Safety and Workers Compensation management systems
  • Experience with effective project planning and change management across a diverse workforce
  • Proven experience successfully and collaboratively working with diverse stakeholders
  • Experienced people leader who enjoys mentoring and developing capable and engaged WHS Teams
  • Excellent customer focused approach
  • Intermediate to advanced computer skills, including using Microsoft Office
  • Excellent interpersonal and strong verbal and written communication skills, including report writing
  • Demonstrates exceptional organisation and time management skills
