As the Volunteer Program Manager, you will be responsible for leading and managing state-based volunteer programs, providing authoritative expertise on volunteer attraction, recruitment, retention and recognition approaches and initiatives.

You will allocate resources that support Fire & Emergency Management in identifying, analysing, and delivering activities that enhance brigade viability and volunteerism at all levels.


As the key driver for delivering and monitoring state-wide program implementation, you will work with F&EM leadership, Regional Leadership Teams, other CFA departments, research bodies, and emergency service agencies to provide high-level advice and contribute to the strategic planning and direction of an integrated volunteer/brigade support approach across the state.


Your role will be to foster and maintain strong relationships with key stakeholders, including Volunteer Fire Brigades Victoria, and lead field-based brigade sustainability-related research aimed at enhancing CFA's understanding of the challenges facing them.


About You:

  • Tertiary qualifications in community development, social sciences, humanities or other relevant disciplines.
  • Extensive experience and expertise in the field of volunteerism with a strong understanding of the needs and impacts affecting the sustainability of brigades.
  • Demonstrated experience in managing complex diverse programs preferably within a community development area, and an understanding of program management methodologies. Demonstrated research skills and proficiency in preparing and presenting complex written documents.
  • Proven ability to negotiate and deliver agreed outcomes.
  • Experience in providing advice at a senior level, taking account of organisation w ide strategic impacts, high risks and to plan and develop mitigation strategies and solutions.
  • Proven leadership skills and significant experience developing, managing and influencing strategic partnerships with key stakeholders in a large and complex organisation.
