The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Role:

Are you a skilled Mechanical, Electrical, and Instrumentation (MEI) Engineer with a passion for large-scale infrastructure projects? Spark North East Link is seeking a dedicated MEI Project Engineer to join our dynamic construction team. This role offers an exciting opportunity to oversee the mechanical aspects of the North East Link project, contributing to the successful delivery of critical infrastructure systems in road tunnels.

Key Responsibilities:

Project Lifecycle Management: Lead and contribute to all phases of the project, from preliminary planning and procurement to construction, commissioning, and handover of MVAC (Mechanical Ventilation and Air Conditioning), TVS (Tunnel Ventilation System), Hydraulics, and Wet Fire systems.

Procurement & Contract Management: Manage the successful delivery of MEI packages, including drafting and managing tender documentation, evaluating tenders, and overseeing subcontractor contracts to ensure timely and budget-compliant execution.

System Design & Engineering: Review design documents, perform constructability and commissioning reviews, and ensure compliance with project-specific requirements, codes, and regulations while optimizing project performance.

Project Delivery & Management: Develop and submit construction and commissioning work packs, manage subcontractor budgets, and ensure seamless coordination between internal teams, subcontractors, and stakeholders. Provide technical support and innovative solutions to onsite technical issues.

Compliance & Quality Assurance: Ensure adherence to relevant codes, standards, and regulations. Conduct quality assurance inspections and prepare documentation to demonstrate compliance with regulatory requirements.

Minimum Requirements

Qualifications & Experience:

Bachelor's or Master's degree in Mechanical or Electrical Engineering. Minimum 5 years of experience in mechanical or electrical engineering, preferably in the infrastructure or construction industry. Professional Engineer (PE) license is highly desirable. Proficiency in CAD software and other engineering tools. Strong project management skills and a deep understanding of relevant industry codes, standards, and regulations.
